On this issue, I couldn't agree more with Gloria Van Graff‘s words: "We've heard reports for years from our agents to the east. He(Caesar) doesn't tolerate his enemies, he makes examples of them. And he doesn't have friends. Only servants. And the Van Graffs serve no one but themselves." I think these words could also be applied to Mr House, that is, "Mr House serves no one but himself."
Yet he still forgives a vilified Courier and potentially works with them, so there's an exception to that rule. I think if Caesar conquered Vegas without killing House, he'd want to keep him as pet for intellectual battles like he does with Arcade if he's sold into slavery. I just wonder how House would react in that scenario. Maybe try to usurp Caesar some day and take control of the Legion? That's assuming the Securitron army is destroyed and not upgraded so he cannot afford a direct confrontation.

But I will say that it still makes sense why Caesar wants you to kill House. Caesar wants to take Vegas after kicking the NCR out of the dam, but whatever would remain of House's forces after the Omerta's attack the Strip would still be considerable. That's why taking him out and then allying with the White Gloves and Omertas would make taking the Strip much easier once NCR is out of the Mojave.
But at the same time if the Legion were to defeat House themselves after driving out NCR as opposed to having the Courier kill him, it would play to Caesar's ego. Defeating House would prove to Caesar that his warriors are mightier than House's technology and capturing the Strip would be another symbol.

As a related note, is there any hope of getting a merged version of your Truce mods at some point? Or are they simple and safe to merge yourself in xEdit?
@PLAYBOUR I'm glad I was able to inspire you. Also in your latest update, I think you forgot to remove the Platinum Chip from the player's inventory. But maybe you did that intentionally as doing that would break the Yes Man quest line.
@Bokstavbarn I've looked into merging, but the way people want me to do it, having it be configurable just isn't feasible. All the scripting and condition that would be required for any possible combination of options and having to take into account that people might turn off certain options mid playthrough. It's just not really feasible. That being said if you want to do a quick and dirty merge in xEdit, you can certainly do that. I wouldn't recommend it, but it can be done.

I very much agree with the premise of this mod, killing Mr. House so early makes no sense whatsoever. I can't see what Caesar would gain from his death.
Mr House is limited to the strip and Vegas area only, he cannot operate large-scale in the Mojave desert (before upgrading the securitron army at least), and he is the only thing keeping the NCR from annexing the Vegas entirely.
By destroying the dormant securitron army under Fortification Hill, Caesar should now Mr. House is unable to pose a serious threat to anyone at this point.
This is because you're not thinking very far ahead.
Mr. House does still pose a threat, even if that threat is greatly diminished. Once the bunker is destroyed, he'll back the NCR. This would likely involve having his remaining Securitrons provide the NCR with reinforcements at Hoover Dam. This alliance would be born out of House's self-preservation but it would still give NCR an ally in battle.
Once NCR is driven out of the Mojave and the Dam is secured, Mr. House would no doubt take what remains of his forces and begin preparing for a counter offensive. Depending on your choices, the White Gloves and Omertas can be made allies to the Legion. If they are allied then taking the Strip would be easier. The Securitrons and Chairmen would be fighting a battle on two fronts. Caesar's allied Families would be fighting from within the Strip while Legion forces make their way through Freeside.
Either way once any rogue Families are dealt with, what remains will be getting ready for the Legion. While the Legion would eventually take the Strip it would still be costly. House wouldn't go down without a fight. So what would you do? Kill him now to side step a battle later, or let him live and then have to expend a bunch of resources to defeat him?
It's a similar situation to the Brotherhood where Caesar says that he has to be convinced that the present benefits of letting them live outweigh future costs. Do the present benefits of letting House live outweigh the future costs of taking the Strip?
I can have some characters voiced in a mp3 format if you need them, I have access to the elevenlabs ai, also I believe that the dialogue to convince caesar not to kill mr house is too abrupt.

Now, speak carefully, for these may be the last words you say." Courier: "Mr. House is demoralizing NCR by indulging their vices. If he is killed, it won't take long for NCR to realize what happened. They could take over New Vegas, prohibit hedonic consumption, or even worse, use his technology against you." Caesar: "Interesting. You make a valid point, Courier. The Legion must be vigilant in our actions to ensure that we do not provoke a greater enemy. It seems you have the intelligence and foresight that is lacking in some of my own men." [If the Courier succeeds in the speech check] Caesar: "Tibi congratulor! You pass my test. I was deliberately misdirecting you to test whether you had enough brain and guts to correct me. Since you have proved yourself, I can assign you some real work now. A tribe named the Boomers of Nellis Air Force Base is so reclusive that it lobs artillery shells at anyone who comes near their settlement. Your task is to make contact with them and convince them to join the Legion." [If the Courier fails the speech check] Caesar: "However, do not mistake this moment of leniency for weakness, Courier. You have not convinced me entirely. Mr. House's actions will still be monitored closely, and if he proves to be a hindrance to the Legion, he will be eliminated without hesitation. In fact, this is not the conversation I had in mind at the beginning. I was going to let the Courier finish his lie about why Mr House wasn't a threat to him. like this:
There's no way Mr House could know what happened in the bunker, which, as far as I can see, shows no sign of remote control or surveillance. Besides, Mr House is too cowardly to take revenge on Benny himself, even though Benny was right under his nose until I arrived in Vegas. I don't think he's a threat to me.
However, due to the limitations of the game engine, The Courier couldn't speak for more than 255 characters at a time (including spaces and punctuation marks). So I have to split his words, and insert Caesar's, such as "Go on, I'm listening". But this makes the dialogue sound unnatural to me.
Reluctantly, I had to give Caesar a reason to interrupt Courier's words. The relatively optimal reason I've come up with by now is that the Courier's words remind Caesar that the chip hasn't been disposed of yet. Can you help me make the dialogue sound more natural and solid, suitable for dispelling Caesar's suspicions about the courier?
Courier: I've heard the commander of the first battle called "The Burned Man." Caesar: And I've heard it's a bad idea to tempt the wrath of Caesar. Change the subject.
