I've been using this mod personally for over a year, but on the suggestion of a fellow fan on Tumblr, I've chosen to publish it on the Nexus. This mod, based on New Vegas Redesigned 2 Revised, edits a wide range of characters, from companions to nameless NPCs, to make them more diverse, more unique, or simply less janky.
++ Specific changes ++
This mod consists of edits to about 90 characters, including companions (Veronica, Raul), major characters (Colonel Moore, Vulpes Inculta), minor characters (Gomorrah prostitutes, town residents, and so on), and even a few cut characters (Underpass's mayor). Some characters' hairstyles are now provided by zzjay's Megaton Hairs mod, which allowed me to give them fancy or especially distinctive hairstyles as part of their characterization. Some of the changes I'm most fond of:
Veronica: I think I conveyed pretty well the aura of a young idealist caught up in ambition, hope, and the fear of separating herself from the family that raised her.
I did my best to stay faithful to the vanilla character (if you change her hairstyle to the vanilla hair, she looks very similar). I also wanted to avoid “yassifying” her, making her look unusually attractive in an alienating way, so I made her a little more heavy-set than default and avoided giving her any cosmetics (makeup, eyeliner). Finally, I wanted to portray her as Asian — since 1) I am, 2) New Vegas is sorely lacking in companions who are not white, and 3) I simply find her especially interesting as a minority in a place as insular as the Brotherhood.
Oh, and I removed the scribe robes. Her new outfit does lead to a few contradictions with her dialogue ("Hey, you try getting a date wearing scribe robes!"), but I think a clandestine scribe like Veronica would prefer not to stand out in a crowd.
Colonel Moore: My favorite design for a non-companion was Colonel Cassandra Moore. In the vanilla game, she looks similar to NCR troopers since she has the same armor and a bland hairstyle, but I wanted her to be distinctive — not only for her height, but also for an aura of total pitiless ambition, the kind of personality who quickly rises to the top of the NCR hierarchy. I gave her a somewhat feminine yet no-nonsense hairstyle and a very sharp scowl, so that the player feels appropriately intimidated when receiving one of her destructive orders to make everything worse.
Sarah Weintraub: I intended for her to appear naïve and a little delicate, as vault dwellers usually are, belying the deep bitterness and grief that all the displaced people of Vault 21 share. (Also, I kind of wanted to emulate her Collector's Edition playing card.)
Sunny Smiles: I did my best to portray her as explicitly Native — since Fallout is so desperately lacking in Native characters in general. Otherwise, I avoided changing her "vibe" too drastically!
Dr. Usanagi: I indulged myself and gave her a fancy purple-dyed updo — I think it would be a welcome bit of whimsy for a physician who works amidst such desperate poverty, and it's in keeping with the tradition of the Followers of the Apocalypse to wear their hair in all sorts of stylish or straight-up gaudy ways.
Not all of these changes are for everyone, but this is how I envision the people of New Vegas, and I hope it fascinates you too!
++ Installation ++
Install it with Mod Organizer 2. You will need the New Vegas Redesigned 2 Revised and Megaton Hairs mods for their assets!
The mod consists of an .esp file that carries my NPC redesigns, along with FaceGen textures that ensure that the characters' skin tones match their faces, without the need for a master or any .ini edits.
It should be safe to install mid-playthrough. As with all of my mods, I strongly recommend making a merge patch using FNVEdit.

Do what you want, but make sure to consult the permissions for this mod first — you don't have to ask me for permission, but you do have to credit me, and keep in mind that NVR2 Redesigned and Megaton Hairs have their own permissions.
++ Future plans ++
I might add more characters if I feel the need. More saliently, be on the lookout for NVR2-ifications of some other mods, like Freeside Redone and Real Time Settler!
(I already have an NVR3 set for Real Time Settler, here, but since I don't use NVR3 anymore, it's high time I adapted my mod for NVR2.)

For FaceGen, I used this tutorial on the GECK wiki.
The hairstyles I owe to zzjay for the Megaton Hairs mod — the hairstyles there were created by many different modellers, so take a look at that mod's credits as well!
I also drew inspiration from arsthetiu's NVR2 overhaul, although none of that mod's faces carry over here.
The NCR outfits in the screenshots are from dragbody's NCR Trooper Overhaul.
Finally, thanks to Obsidian for an RPG masterpiece, Bethesda (reluctantly) for providing the framework used to create it, and Interplay/Black Isle
for setting the original stage for the series to shine.
