What a cool mod. Mine still looks like crap compared to your screenshots though, most noticeably the lack of ambient occlusion. Can you explain what you had to do to get that to work? (Also curious what other mods your using but I digress) Thanks for all your work!
Most likely ENB but possibly Reshade as well; I think it can do that though to my knowledge ENB is better. Sadly the ENB creator is human garbage but what can you do. Here's the link to download ENB and uh... here's the link to read about Boris.

Im pretty sure it's not ENB, and you really shouldn't even be touching that for NV. I think it's rather NVR, though I couldn't tell you what preset it is. NVR is way better for NV, please don't use ENB or any other hacky methods.
Get GIMP and the addon to open .dds files, you should be able to look it up; then go into the folder where the grass texture is located, open it with GIMP, go into Image -> Scale Image, and set it to 1k or 500.
great mod ! i was just wondering if there is a way to reduce the grass height to make it look less tall , do you think it is possible without editing the meshes files?
I'm a newb at modding and was wondering if anyone could recommend a good 4k or updated mod list for me compatible with mod organizer for Fallout New Vegas. I am currently only using Nexus Mods and I know little to nothing about modding so any help would be greatly appreciated. I loved the vanilla game but I'm looking to make it updated as close to Fallout 4 as much as possible. Examples: Updated graphics, updated textures (water, land, flora, armor, clothing including clothing and armor for factions, weapons, faces for npc''s and character creation ect...) along with mods to fix the bad 3rd person camera view and new lighting to the game instead of the outdated lighting that's in the game currently including inside lighting. Any lore friendly expansion mods would be great. I want to fill the game with as much functional life as possible, updated AI for all the NPC's and companions, better fighting mechanics for gameplay, npc combat, also the addition of new functional buildings, climbable water towers, new areas, functional vehicles (cars, combat vehicles, motor cycles, trucks, anything flight as close to lore friendly as possible ect...) any help would be greatly appreciated.

If you plan to mod with high resolution Textures you definately need to install Stability mods first or your Game will run horribly and crash often(Fallout New Vegas || FPS & Stability Guide (youtube.com) these mods pretty much cover it(but i would download xnvse from nexus and not the mention nvse, because its older and some new mods wnt work) This Video is basically an extension of gophers first video
Fallout new vegas Reloaded (1) Discord | #nightly-builds | TES Reloaded(always the latest file displayed in the section "fnv nightly build"(Tes Reloaded on discord is where you can find it(not nexus) Dont skip this even if you download a modlist(it really makes a big difference)

Ignore everything the person above just told you. Gophers video is heavily outdated + there are better alternatives.
My recommendation is to follow the Viva New Vegas Guide to properly set up New Vegas for modding and stability. Then if you want graphics and textures I recommend following Salamanders Visual Renewal Guide as that will provide a series of texture mods that will improve upon new vegas visuals.
I did say that wouldnt download the mods of gophers video, but in my opinion its a great video to learn about how to mod the game in general(termonoligy etc.) And downloading the mods of the second video is an easy way to stabilize the game, especially for someone who is new to modding.
Problem is, you recommend more than one problematic mod. And installing ALL of that is just not good for a new modder, especially with so many conflicts. 100% do what DracoVampire said instead.

A "good" modlist is "VeryLastKiss's New New Vegas | Fallout New Vegas | Nexus Mods" but i would recommend building your own modded game, because there is always unneccesary stuff or stuff you won´t like.
