It should work, as that's the way I tested it. It's just that there are only rather small chances, during testing I've been traveling from Goodsprings to the NCRCF and then from Searchlight to Novac and only encountered 6-8 or so carriers, plus 3 plants, and I was using 'Mojave Wildlife' during the time which increases the number of spawnpoints, my DLC-Creature spawn mods aren't meant for guarantied encounters but more for encounter variety.
Strange, as the scriptrunner is an "gl_" file, meaning it only runs on 'game loads' (not 'game start' or 'new game') AND checks if the quest is completed before adding anything
Do you play those different characters by loading the characters from another characters save, or do you restart the game between? It shouldn't make an difference, but maybe thats the case, as the cache is only completly emptied on game exit, effectivly guarantying to revert the changes.
