No matter what your armor rating is, you keep get that 20% damages from attacks even when you block in full power armor, right?
I finally found that value to change in game settings.
fMinDamMultipler = 0.2
This means that minimum damage you can get is 20%
So i set it to 0 to have total damage resistance.
Changing other values that involves block, you will have a total damage reduction when you block with a weapon.
I set that blocking when totally unarmed (not even a hand-to-hand weapon equipped) you get 25% of damages.
When a machete hits you on forearms generally hurts you know...
