Yea that's true. But if u download this mod u don't need to do that trick anymore. Too many step! And one more thing, this mod only 3kb. Endorsed!
If someone will read this post - this tip is very bad. In that case after loading the game - you will loose any active effects (racial+birthsigns+anything like diseases (if you have them)) and any racial powers. Mod is not perfect also cause it's still mess with some stats and may instantly level up you, but it's still better choice. The only best solution is to backup you current stats\skill\attributes\level and then manually rewrite them with console after finishing alter character. Sadly for all this years this is the only best solutiuon.

The method OP posted works perfectly fine for me though? My actives are all still there, racial ability, diseases, and birthsign. Nothing seems to have been defaulted.
So for me it does keep my levels when using it, however it gets rid of the progress on bonuses you would receive to your attributes on level up, like +5 to strength for example, resulting in level ups with much smaller bonuses. Just a heads up for anyone planning to use this, gave me one very stunted level up and haven't used it since :P

do i need to start a new game? or get sleep to the script kick in?
this may happened because i'm using Vortex tho.
