Use a mod manager or drag & overwrite the files. Normally if there's no install instructions, it's because there's nothing unusual about the mod that would require special instructions.
I am having one problem that I cant figure out though. I can't get my compass to look like yours in the screenshots. I have the frame but still have a transparent background. I've double checked that everything is where it needs to be. Been scratching my head at this one, only thing I can think of is I'm using the Enhanced version of HSB but that doesn't change any paths as far as I can tell.
The compass you have there is the Vanilla/Darn one, in order to get the HudStatusBars one, you need to have one of the customized hud_main_menu.xml files the HSB author provides.
To do this, install HudStatusBars as a BAIN mod, selecting the "10 - Optional compass HUD base" option corresponding to the UI mod you use.
You can also just copy and paste the "menus" folder manually.

Edit - Managed to sort it out but now my custom enemy name and level text has disappeared, so something I'm going to have to tweak it appears xD
I really like that compass reskin! Just curious why you started with the Skyrim base? I've achieved an extremely similar look with a lot less in the way of file replacement in my own games. I have made it work merely by altering a very small section of a single xml file, and then swapping out with the DarN UI compass texture files, plus some very specific ini tweaks.
How well does this work with all the varied options HSB offers? Does it break any of the functionality or create odd behaviors when attempting to do anything with these bars?
I'll admit my area of expertise lies in photoshop, and less in dealing with xml files and such. I did this because it was just easiest for me, that was all.
If you've found a better way of achieving similar results, then I'd encourage you to upload your xml/ini tweaks as a mod, I and I'm sure a lot of other people would be really interested as you're quite right in pointing out this method is less than optimal :)
I didn't mean this as a criticism! Sorry if it came across as such. I was just curious about the process more than anything, because I wanted a similar look myself and fiddled with it, and so I'm interested in seeing how else it was accomplished!
I have no experience whatsoever in terms of textures, so I took a roundabout path that I think might have lost some of the functionality of the compass, but I haven't really sat down and tested it to be sure. As for uploading it, I use a very specific set of UI mods and didn't really "transform" anything, so it seems weird to call it "my work", so it never occurred to me.
Yeah, sorry, I've been busy with IRL stuff so I haven't had much time to make much headway with it; I have started though, and I do intend to finish it... but I can't give you a timeline - sorry!
Edit: To add an update to this, I got as far as reskinning the HUD, but when I got to the menus etc I couldn't find a way to get them looking anything close to how the vanilla menus look, plus it changes the title screen and so on... If the NorthernUI mod author gives us a way to disable certain elements of his mod then I'll look into it, but for now it's not really feasible to do a full reskin to make it look like vanilla Oblivion.
Man, it's cool to see that after all this time people are still coming up with mods for this game. This is a cool reskin, glad you took the time to make it :). I only hate how one mod requires two more, and those two requires five, and those five require etc. etc. etc. It's an endless install of mods, lol.

You can then install this mod over HUD Status Bars :)
Edit: if you mean NorthernUI I'm not sure, I hadn't heard of that mod until just now!
