Dirty edits are unintentional or unnecessary edits made by the mod author. Identical to Master records are record entries in the mod file that are identical to the main Oblivion.esm file. Both of these cause conflicts and compatibility issues.

lmao yeah I searched for this kind of mod literally 2 minutes into the game, seeing as how Uriel's hair looks like a high schooler's that is somehow going through a mid-life crisis with OcO, and not to mention, entirely different from the cutscene you see of him just prior to meeting him.. this mod is the way.
Bashed Patch can fix almost anything regarding compability. Unless there are overlappings, i.e: you have atleast two mods change one value from one record. Like, you use Race module from COBL and you use this mod, both change character model, and you need to decide whose change should be applied on Vanilla's character, For they both change hair, character's model,... But if the case is you use COBL's Race cuz you want new races from COBL and you want this mod cover vanilla character, just load this mod load after COBL's Race. Back to your question, Balanced NPCs mods are compatible with this mod, since they both change value on character but they change two differrent things. This mod change character's model, and Balanced NPC change character stats,...
Another thing is you can use Wrye Bash through MO2, just add Wrye Bash.exe through MO2, and check force libaries in Modify Excutables in MO2.
Why the change to the data to the Argonian tail under Race> 00024FE9 Argonian? In TES4Edit under Model>MODL - FileName I see from many others from their mods that uses the Argonian data has it as "Chacters\Argonian\Tail.NIF" like since Oblivion's ESM, only yours the only one I see has it as "Chacters\Argonian\Male\Tail.NIF" So, what the point of this change? Or was it a wild edit?
I looked at your "Oblivion Character Overhaul Compatibility Edition - OCO CE" it has the path like the others. Just this one has the change path that seems unnecessary. Yeah if you update this you probably should fix that to match with others, also probably read others concerns like Dispensation's 2021 posts.
I'd note that there appears to be three more wild edits in the mod. Records 00034E7E, 000234B7, 0001D9D8 only change the FNAM - Unknown (unused) subrecords of NPCs and nothing else. These NPC records can effectively be removed from this mod.
unfortunately this still need the compatibility patch because it still contain some bug from original ocov2, this include mystic emporium door locked 24/7 as well as horse armor dlc bug which the dialogue with the orc to get the horse armor wont progress.
I'm using this mod without any compatibility patch, and the Mystic Emporium is open during business hours as it should be. So your problem is not related to this mod.
OCO CE removes all the character edits from OCO, so you are essentially getting the vanilla face shapes, hair, and eyes with the new OCO models and textures over the top. This mod preserves all of OCO’s cosmetic edits to individual NPCs (new face shapes, hair, and eyes) and just removes anything non-cosmetic related that might have snuck in.
This is more true to the original OCO, whereas OCO CE is more true to vanilla and lightweight overall.
When building a batched patch with this mod I got skeletal looking faces if I turned on import races in the batched patch. The original Uncleaned version doesn't do this.

Of Dispensation, they probably will mentioned this to you later, but they released a Advanced Edition of OCO that's more cleaned.
