   To those of you in the comments wondering what this is-- If you do not know what this is/does, then you do not need to download it. It's a library and resource, i.e. something that is typically referenced by something else, or used to facilitate something else.  
   
   Main description page has a link to a very nice guide on usage as well. Thanks for uploading!

      Well it's not a pure resource, its a utility.  It's currently in the correct category.

      It also seems to alter the correct textual input for commands, judging by the image. Which is f*#@ing bizarre.

   Developers use it to add console commands it appears from the source, they say they are too lazy to make a doc and provide an example of it being used. 
   So mods that do that if the user wants to use them is when they would need to install this I guess (for the comments here asking)

   I am unsure what does this do? Add commands to console or features?
