Necromancy has been banned by the Mages Guild yet nobody cares if you use undead summons. This mod fixes that.

Feature 1: New Consequences

i. Now, if you summon undead near a Mages Guild member, you will be expelled from the guild.
ii. In Addition, while not illegal in the lore, optionally you can choose to have summoning undead result in a 100-gold bounty if done near a guard.
  • This makes Necromancy feel like something you really need to hide. 
  • (Note: This bounty is only added if a guard is nearby. Casting near citizens/other NPCs will not result in a bounty).
To balance the fact that you have to be secretive with your Summon Undead Spells now, I recommend my other mod Empower Necromancy with Black Soul Gems to boost their power and add new roleplaying routes.

Feature 2: Spell Vendor Tweak
Available under optional files. (Main File not Necessary) 
This mod also offers an addon to remove Summon Undead spells from Mages Guild Vendors.
Summon Undead Spells can now only be obtained from non-Guild Mages and Loot. Specifics are below:
'*' denotes NPCs that will sell you the Spells/Tomes via the Vendor Menu.
Details on why these NPCs were chosen are below:

Calindil: He was already a non-Guild vendor that sold Apprentice-level Summon Undead Spells.
Falanu Hlaalu: It fits her character to at least have the tomes, given her... interests. 
Shady Sam: He does business on the black market. Selling banned tomes makes sense.
Relmyna Verenim: She could be considered the second most powerful/knowledgeable Necromancer in the game—Mannimarco being the first, of course—due to her research on Flesh Magic and Necromancy. 


Installation and Compatibility
Install this mod as you would any other mod, adding it to plugins.txt etc. Place it near the bottom.
  • Optionally, also install NL-Tag Remover too as my mod makes edits to quest logs and dialogue topics.

Q&A
Summon Undead spells are Necromancy?
Yes! Summoning Undead is specifically stated in-lore as both "Necromancy" and a practice that was banned by the Mages Guild during the events of Oblivion.

To start with some examples from dialogue. This is from Morrowind:
Sharn_gra-Muzgob: "Where did you get that? That's MY copy of Legions of the Dead. Oh, all right. I'm a necromancer. Look. I'll teach you a spell, but you'll have to keep your mouth shut about this. I can teach you the Summon Ancestral Ghost spell, or, if you prefer, I can teach you Summon Skeletal Minion."

Player: Teach me a ghost summoning. "As you wish. It's a simple matter, really. [Sharn takes you aside and teaches you how to summon an ancestral ghost.] Now. Remember. You said you'd keep quiet about this." Goodbye

Player: Teach me a skeleton summoning.
 "As you wish. It's a simple matter, really. [Sharn takes you aside and teaches you how to summon a skeletal minion.] Now. Remember. You said you'd keep quiet about this." Goodbye

Sharn_gra-Muzgob: "I can teach you more necromancy spells. For a price, of course. And as long as you keep quiet about this."
Here both summon ghost and summon skeleton are considered "necromancy" spells, I think that speaks well enough on its own.
Then an example from Skyrim (which states the Mages Guild banned it too).
Phinis: If you require assistance with summoning techniques, please let me know. If you would, please also contain your summons to the College grounds. The locals do not need to be agitated further by Atronachs roaming their town. The summoning of undead is even less advisable outside of the College.

Player: Summoning undead isn't frowned upon?"

Phinis : By Sheor, no. Those archaic policies died out with the Mages Guild, and were never enforced here. Necromancy, as any other type of magic, is a tool to be used. Of course, non-mages may not see it that way, so we don't go around flaunting it."

There is no definitive source on what the summons actually are soul-wise. Most people make the claim that we are either summoning Daedra or Souls from the Soul Carin that inhabit zombies and skeletons, but in-lore that is still counted as Necromancy. Read More Below:

Now, it is true, of course, that conjuration is a common tool of sorcery, and we sorcerers often resort to summoning aid from Oblivion when a problem is best solved by judicious application of vicious brute force. It is also true that summoning Daedric spirits to possess and animate corpses, or calling up the souls of the dead for information or other services—in short, necromancy—is a subset of the art of conjuration, albeit inherently distasteful and degrading.

And interestingly, we can free them too from their servitude in a dialog response:
With these words, I free you, piteous, unclean spirit, from the bonds of undeath. From fifty Fathers Frozen in slavepast! Rip from the wraithloom! Sunder the lifeweave! Lock tight in earthgrip! Hold firm in gravefast!

Lastly, summons like Skeletons aren't just Daedra that look like skeletons, they are fully undead. In-game, they both are treated as undead (Turn Undead works on them) and are referred to as undead by NPCs in-game through texts:
They (necromancers) are never apart from undead protectors, either summoned or reanimated.
