Hey! I found the solution after some hours of testing every configuration. Go to your Engine.ini file, open it and change the value of EyeAdaptationQuality to 1 and that solve the issue for me,
Now from low settings with 30 fps I can play smoothly with 60 fps on ultra settings with rtx 3050, 32 gb ram and i5-10600k, but my shadows are weird. All of my shadows are moving continuously and they are looking like squares. Do you have any suggestions?()

Gamepass had a different location, but for Steam.etc it's C:\Users\<yourusername>\Documents\My Games\Oblivion Remastered\Saved\Config\Windows\Engine.ini
Make sure to backup previous, and when you've replaced change it's property to read-only!
This mod made the game playable for me, thanks for making this config! The only problem is interiors are completely letting the sun/moon light in, making it look very bright. I couldn't find any solutions on my own, but if that was fixed the game would be perfect!
EDIT: I found the culprit. I removed this line: "r.Shadow.Virtual.Enable=0 ; !!! DISABLE Virtual Shadow Maps (Reverts to CSM)", and with no fps reduction the interiors look great again!
If your shadows are square and dancing tweak these line in your ini r.ShadowQuality=2 ; r.Shadow.MaxCSMResolution=1024 ( change this one and get your sweet spot ) r.Shadow.CSM.MaxCascades=2 doesnt looks like its affecting fps much 1-3 fps may drop
