The hooded conjurer and necromancer file is causing the game to crash. To recreate you can test by loading only the hooded outlaw mods with no other mods loaded. Game should crash on run.
Thank you for porting so many of your mods from the OG Oblivion. One in particular that I would really like to see is Shield on Back. Walking around with your shield in hand after sheathing your weapon feels off.
Just to clarify, (when Ascension is downloadable), the suggested listing order in plugins.txt should be this mod (base + the optional necros), then Ascension (or vice-versa with Ascension being loaded before this)?
It seems to be running the creation engine in the background as well. And it's using UE5 as a sort of layer on top for the general graphics and assets.
Just to throw some 'fun' facts out since it got (soft) mentioned, the things that are the same between creation Engine and Gamebyro, are the things that are the same between Gamebyro and NetImmerse (an MMO Engine, very suited for OpenWorld games, in a time when openworld games were difficult to create). That's NIF models/files (name is literally NetImmerse files), NavMesh system, Cell-system (world 'zones'), the ESP/ESM system, and probably some others I forget.
However, Over the years (Morrowind > Skyrim), Bethesda made so many modifications to the gamebyro engine, it was effectively it's own engine (creation engine). Gamebyro sued Bethesda for breach of license (not paying for the gamebyro license with Skyrim), and Bethesda won this lawsuit, as CreationEngine is too distinct from Gamebyro to be considered the same engine.

(video game) engine tech is complicated s#*!, and it's often derivative of older tech that came before. Source is derivative of Quake, RedEngine (Witcher 1-3 + Cyberpunk) is derivative of Aurora (Star Wars The old Republic, Neverwinter Nights 1), for example.
So just to piggyback off this - is there currently no way to have bandits wear hoods and have appropriate gear (i.e. not wear glass and daedric stuff) until someone makes a single mod combining those two features?
Your mods are the GOAT. I'm using your Ascension mod, can I also use all of your other mods or are some of them redundant with Ascension being available? If all of your mods can be used, can you clarify the recommended load order?
EDIT: I have this load order presently (after all the default esp's), which I think is correct? I removed your Levelled Item/Creatures mod as I saw you commented elsewhere that it's included in Ascension. (Note: I've ordered the experience esp's in that manner so that remaster values are reverted to OG oblivion, then replaced by Ascension, and then its all reduced to 0.25x speed)

I dont want to mess with my game too much, this may be the only mod I install for first play though back.
