Worked like a charm, thanks man! I had to set shadows to 0 though. For those who have the 30 fps limit, try removing it and it will likely jump to 60 if you have a mid-potato pc.
my PC has the same characteristics as yours, but it keeps crashing after a couple of minutes of playing, despite the use of various optimization mods, what could be the problem?
This is actually good! Getting stable 30 FPS in exteriors with 100 resolution scale + TAA anti aliasing and the image is very decent. However, I did download the 'no shadows' version and somehow seeing ugly cubical shadows as if straight out of Minecraft, lol. Any ideas where they come from?
The 'no shadows' version currently has r.ShadowQuality=1, probably a mix up when the 'basic shadows' version was made. I've set it to 0 manually and now it works as intended
Thank you SO MUCH for this. I pushed your edits into my ini and, with your tsr settings added in, this is suddenly playable. Literally cannot thank you enough, you saved me thinking I needed to buy a new laptop.
40fps SMOOTH and ABSOLUTELY playable on 4-core i5 and a 1650. THANK YOU AGAIN
My settings are on low except texture set to medium. I use TSR with resolution scale set to 43. I don't use upscaling like xess or FSR, and disable nvidia reflex.
You can edit shadows settings in the line of Engine.ini "r.ShadowQuality=" to whatever you want, I set it on 0 but you can set it on 1 or 2 if you can handle it :)
my pc meets the requirements but performance is just so terrible. so far this is the only thing that is really effective. from 30fps outside to like 100fps

The only problem is that it almost looks like the original oblivion...

Still, thank you so much for this. I get stable 30 FPS outdoors with GTX 1060
Are you using the 6GB or 3GB 1060? The 1060 3GB will have real trouble running out of VRam, and it has fewer cores than the 6GB as well.
