PSA to anyone trying to fix the ghosting: download DLSSTweaks here on Nexus and use it to force enable Autoexposure. Follow the installation instructions because it has to be in Oblivion Remastered\OblivionRemastered\Binaries\Win64.
It fixed it by like 95%. There's SLIGHT ghosting still noticeable on my shield but I wouldn't have even noticed it if I weren't looking for it.
enable signature override - run for dlss on , it will disable the nvidia signature check so the game think you have rtx 40-50 series and unlock the fg option in the menu . disable signature override - revert back
I downloaded this, placed the DLSS4 files in the correct folder, ran the signature overide registry edit, but it still says DX12 is not supported on my system.
you dont have to do this on the 40 series man . its an mod to unlock this feature for 20-30 series . delete only version.dll and dlssg_to_fsr3_amd_is_better.dll . you dont have to validate the files since the amd_fidelityfx_dx12.dll is the fsr4 official dll . i didnt disabled dx 12 in my config because i use dx12 and i dont even know if the game can run on dx11. just run disable signature override to revert everything back .
try to add this only version.dll and dlssg_to_fsr3_amd_is_better.dll without enabling signature override. 4070ti does not supports DLSS 3 frame gen? i can upload the last dlss dlls to replace , maybe it will work out for you . try to use nvidia profile inspector - section 5 - dlss framegen override.
is there a way to keep the volumetric fog whilst using this mod? like can u help me tweak the config? also there's this weird thing whenever going outside. Trees, Structures and other things seems to be polygons waiting to load and then goes okay for 3-4 seconds. is this a bug or really how this mod works?

That's really weird as i see i'm the only one who have this problem. I've tried deleting the little list of other mods i've downloaded but the game keep crash. Here's the crashlog if you want:
Just done a clean install, making sure to delete everything and the game still crash with your custom ini file. Still the same error, i can't do more for the moment i think. let you notice if something change
You can try to redo shader optimization. That usually does it for me. Delete the Oblivion Remastered folder (BACKUP YOUR SAVES INSIDE THIS FOLDER FIRST SaveGames folder) located C:\Users\[YOUR USERNAME]\Documents\My Games\Oblivion Remastered\. Make sure you go to the documents folder in your C drive or you wont be deleting the right one.
maybe there is too much parallel+chaos+async enabled for your laptop 3060ti . i will upload tomorrow an version with less async parameters. if you dont want to wait for tomorrow open the file (uncheck read only before edit and set read only again after saving) try to disable or remove some async parameters.
I got the same issue as well. It turns out the Engine.ini file from the mod was causing the problem. Good thing I backed up the original ini file because when I pasted back the old one, the game launched as normal.

So, initial impressions - the game loads insanely fast and is insanely responsive. Normally when I select the Display Settings, there's a good 3-5 second delay before it opens, but it's instant now.
Everything is pitch black though. It's like all lighting has been disabled. I cranked up the brightness so I could see, but when I move around there's massive ghosting on everything. I'm gonna play around with the display settings a bit and see what I can change.
yeah ive added lil bit too much darkness. tomorrow ill fix it . i just adjusted the lumen lightning and didnt knew the indoor windows brightess is so low so its not enough to fill the room . ill play with the light luminance tomorrow
