Edit/Update: Checking out the Lower Player Attributes mod, they say that one does, so this one likely also affects NPC's in the same way, which is if their race is playable (Imperial/Redguard/etc/etc) it will affect their stats and skills.

Not sucky enough, can you make one where game will start in the 5-15's ? after picking class and everything while keeping Luck at 50 maybe maybe ? :))mmmhm?
I like this on the grounds that it makes you more or less pick a class/playstyle for longer, rather than being the best at everything. And I think it was weird to start out at/near 50 for so many things at level 1.
