While Oblivion is required to play custom content, the Construction Set can be installed and used independently.
System Requirements

- Administrative privileges on your PC

- Region Editor: Corrected a bug preventing cut-and-paste functionality in the object list.
- Export Functionality: Added bExportPluginOnly=1 option in constructionset.ini to export only plugin-specific data.
- Region Editor References: Fixed incorrect ownership flags on references generated by the Region Editor.

Direct the Construction Set to:

Your location may differ but it should still be the same destination in the Oblivion Remastered folder itself.

Construction set not saving properly?
Use this Empty.esp file:
https://www.nexusmods.com/oblivionremastered/mods/1586
Insert the file into your data folder, set as active and edit as much as you want.
It will now save properly , just rinse and repeat each time you want to create a mod.
