I don't believe there's a way to track what you're asking for. Every training session raises a skill level by 1. You are limited on how many times you can train by your global/player level. Once your global/player level increases the training limit for skills is reset to its default limit (or the modded limit).
I'll take a look again with the CK and see if there's some way to make a script for the second suggestion.
Based off what I'm aware Ascension changes, no. This mod nor any of my other mods for Oblivion/Oblivion Remastered change what Ascension also changes but I have not closely checked.
Load this mod after Ascension if it does create a problem.
I have installed and updated the plugins to follow accordingly but still not working. I am using Altered Training Limits 15. I tried to level up again after adding the mod even though I had available training and still got no result. I am going to try a different limit to see if this will fix issue. Also is there a need to space after the - in the plugin script or is it no spaces like the rest of the plugins?

In your case you can raise a skill level by 15 levels but if your player level is still the same then you can not train anymore. Get more experience in other skills to raise your player level then use a bed to level up (again player level). That will let you train again.
Doe this mod allow you to train to the target times limit without triggering multiple level ups? That is, can I train 10 times and just level up one tie?

Or maybe have it so that you can train, say, 10 times per level, but your major skills cost 2 slots?
