I just discovered that optimization mods exist and started testing a few out. First, I tried the Oblivion Optimizer mod, and it actually worked pretty well. Stutters were noticeably shorter, and the 1% lows improved to around 56 to 58 FPS. I was pretty happy with that. Honestly, I’ll take any improvement I can get.
Then I saw the top-rated one with 746 endorsements: Ultimate Engine Tweaks. I gave it a shot, and while it worked, it didn’t impress me nearly as much. Lows hovered around 53 FPS, and the stutters stayed the same length. With all the hype and “wizard-level” praise it got, along with the finicky installation, I really expected more.
I was just about to switch back to Oblivion Optimizer when I stumbled across your mod. I almost skipped it since it had the fewest endorsements, but I figured, why not? You never know. And wow, am I glad I gave it a shot. It’s buttery smooth now. Rock-solid 60 FPS with no dips at all. I genuinely almost missed out on this hidden gem.

This one works even better than the other method that modifies the Engine.ini file — flawless! I installed this along with Special K (with Auto Exposure) to eliminate ghosting while using DLSS 4, and the game runs perfectly— smooth and crisp (everything at Ultra Settings + Ultra Hardware Lumen + DLSS Performance + FrameGen x2). My setup: a 9800X3D, 32GB RAM, and an RTX 5070 Ti. Thank you very much!
Seems to work on the game pass version. If anyone is wondering. At first it was a pretty good improvement but still some stutters. Got better results when I disabled my E_cores. Still some stutters but much improved.
Vanilla : In Dungeon, it was about 80-110 FPS, but in other environments, it was about 40-70 FPS, and in many situations, it fell to 40 FPS, causing a lag.
Ultimate Engine Tweaks : In Dungeon, it was about 90-120 FPS, other environments it was about 50 to 70 FPS in the environment, and frame drops occurred less frequently than vanilla.
This Mod : In this mode, I restricted it to 60 FPS because I recommended frame limitation using RivaTuner when not in Gsync environment. And the hepatic frame drop that happened before no longer occurred.
My other comment has mysteriously disappeared. Is there somewhere I can read what was changed to achieve the performance boost? Does it affect quality?
I don't have the time to go over each line in the ini but I unpacked the mod, uploaded the .ini to Grok and asked it what was changed. This may be useful but remember Grok can be wrong:
r.setres doesn't do anything in game. If I remember correctly, it's a default developer's command for UE Editor. You can set it to 7680x4320, nothing will change (in game).

I went through the entire list of changed values in the list Murzinio posted, comparing them to the Unreal Engine's documentation of all console variables to fully understand what they do, and they all seem to correspond to relevant areas that would address the stutter problem. Some even fix mouse smoothing and one enables raw mouse input.
If the mod implements those variables, it should definitely help stutters. I'm going to try it myself now.
EDIT: it bloody well does! The stutters are gone. This is unbelievable. Why didn't the devs change these settings for the shipped game?! There's no loss in visuals at all. It's just totally smooth with no hitching. I did multiple tests of known stuttery areas. Full gallop on horseback, it was flawless.

Absolute game changer for me, ryzen 7 9700x, 32gb 6k ram, 4070 super. Was getting a good 145-160 frames while outside, but it would CONSTANTLY stutter sometimes down to 40 fps for a couple seconds. After installing this my frames occasionally still drop but nowhere near to the same levels, ive only noticed it going back down to around 120. You are a god for doing bethesdas work for them
If you followed the instructions, the mod works. I'll let you know when/if I do the BOOST variation of the mod (with downgraded visuals, just so older/weaker GPUs can get 5-15fps gains over the BASE).
I'd like to share my experience, spec: 4070super, i7-14700f, 32g. The framerate limiter in game doesn't work, i set to 120 it still goes 160, 200+. The game stutters, but not too crazy, like old oblivion, it stutters when i move so the game loads objects and characters. but when i go to nvidia app to set the framerate cap to 120, the game started to stutter, a little more, like the game will drop down to 60 for like 1 or 2 seconds, and the game will stutter like this every 10 - 15 seconds or so. but when i limit it to 75 it becomes unplayable, it will drop down to 30+ then back to 75, in every a few seconds. i don't know why and i don't think the stutter remover mods are doing anything in my situation. but somehow limiting the framerate IS causing my game to stutter....
Your PC is too good to have such bs around. I have no idea what would cause the issue, but I would try:
1) setting hardware back to default, if it's overclocked 2) limiting fps with RivaTuner https://www.guru3d.com/download/rtss-rivatuner-statistics-server-download/ 3) closing background apps like Firefox/Chrome, Discord, etc 4) disabling the CPU's efficient cores

Had about a 10-15 boost in fps but more importantly all stuttering is gone and fps is way more stable
