Great mod, makes the game feel much more realistic, swat health and damage to unarmoured torsos feel perfect but I think it makes limbs (any bullet to a foot or a hand incapacitates a civilian) and armoured suspects (a jhp 9mm into the bulletproof vest incapacitates them) a little too weak, I never tried to create mods so I have no idea, but is it possible to make limbs in general and armored parts of the suspect's body less weak?
I don't know of a way to increase the health of limbs. I know that suspect armor is not as good as SWAT armor. Perhaps I will look at raising their health a bit to make them a little tougher as another version of the mod.

Absolutely love the mod man. Much more realistic. I cannot stand when i shoot a guy with no armor right in the a box lik 5-7 times and if he does go down it's usually incapacitated... This mod fixes that greatly. My son and I are having a blast with this mod ( pun absolutely intended lol)

I've noticed this too, and it it's definitely a vanilla problem. All pistol calibers except for the .357 magnum revolver will fail to kill a suspect in a headshot regardless of if JHP is used, for both pistols and SMGs. I think they don't deal enough damage by the game's system to reach the "dead" state. Granted, they'll still be incapacitated so it's not really a big deal mechanics-wise, but it's a little off-putting for the game to declare a .45 caliber hollowpoint to the brain to be a survivable injury.
