Reflection Tweaks, Brighter nights, and full support for HDR with tonemapping changes.

Lighting changes for all weather, redone clouds for overcast, clouds, drizzle, and overcast dark. Reflection tweaks to make them more clear and pristine. Particle edits for the rain, thunderstorm, and drizzle weathers have been done. Light wavelength tweaked for realistic accuracy and reflection LOD ranges have been increased.

Note: There's 2 minor bugs, when weather transitioning from thunder or shower weather, there will be a cloud reset sort of effect, and due to artificial lighting in cutscenes, cutscenes in weathers covered by clouds will look off (you could use ALR to alleviate this issue.)
