So I put it in the folder you're supposed to put it in just without the HD Project mod
+ changed the name to 01000008.pack.yz2.lfs and overwrote the existing file in the folder and it works fine!

mod doesn't work, installed hd mod & re4_tweaks to no avail

i got everything to work using the solution posted by @nejby but leon's bangs are cut off for me as well :(
re4_tweaks doesnt't fix the hair issue unfortunately -

as for untransparent texture, it could be because HD Project isn't installed but i will have to install my game with re4_tweaks -
I tried to install the mod normally but it didn't work, I tried the other methods in the posts but the furthest I got was my game crashing while loading

half of the bangs on leon's right side of his head are cut off (like in comment before me) wish this could be fixed

So I did everything nejby said and it works but I was wondering if untransparent texture on the of Leon's head is because of the lack of HD pack or just issue with the model itself.
