So I see a lot of people requesting a full black outfit, let me a Giga Chad and point everybody in the right direction.
If you use this mod then search for a mod on Nexus called "Leon - Camo green w Black Pants" You will practically get what you are looking for - An All In black Leon.
The camo shirt he wears ends up being covered up by body armour and you can use the weapons on back mod to still see your weapons. It's not like you get the shift shirt anyway. I've never liked playing without his jacket on anyway sorry for people that don't want it but this is the only way I found

Another enabled mod must be interfering.
Try disabling every mod and only activating this one.
If that doesn't work, try repairing the game's files through Steam.
