Just had this same problem. Tried it with Tiara, with mask removed, and with mask and I still wasn't allowed into the upper city. WW outfit doesn't pass as serpent guard outfit at all it seems.
Update to my previous reply: I have Outfit Unlock installed and that says in the description that it removes Serpent Guard Outfit restrictions, which isn't working for me.
Update 2: The problem lies with Outfit Unlock giving you the Serpent Guard Outfit too early in the game. You cannot use it until you have actually received the gift outfit from Uchu and Jonah in Skull Cave, after Unuratu gets captured. Wonder Woman and the tiara work perfectly as a replacement outfit now that I'm far enough into the game to actually have it.
I never used the outfit unlock as I saw it as a cheat but I installed the Wonder Women mod as soon as I got the serpent Outfit and I finished all of Patiti with no issues. All of the guards and villagers recognized the outfit. So I agree the unlock probably breaks things.
Do you have a Nude Mod from JOSTAR installed? If not, you can try copying the body textures from a nude mod, folder Texture into a separate installation folder and then install it.
Otherwise, install a nude mod before the outfit mods from JOSTAR.

I don't have a nude mod from Jostar, if I were to install it, it would overwrite the body mesh from the Curvy Lara Outfits mods (position 01-09). I only have the body textures (Jostar) and my creations in the z00_Body Head Eyes Lara folder.
I've tried disabling all of these (except Jostar's mod, obviously) and yet the WW outfit still doesn't work properly. Unless you have any other suggestions, I'm going to give up on it for now. Many thanks for trying to help.
You have to pay attention to which mod has which outfit and the order when installing, as some mods overwrite the body mesh, other mod creators also use different body texture numbers, and this can cause conflicts.

I've also tried disabling that, and replacing it with the newer Curvy Body with C Cup Boobs.
