Try using https://www.nexusmods.com/skyrim/mods/76750 it has an MCM interface fo modify "the days you have to wait for a dragon" or the "wiwaitdragon" value that you can change on the console commands.
I heard modifying the game like this can mess with dragon spawns. I did a quick search and found this little thread on stream: https://steamcommunity.com/app/489830/discussions/0/143388408896481514/ It says that the dragon's spawn rate is governed by "wiwaitdragon". So you can try using "show wiwaitdragon" on the console to know what value you have and change it with: "set WIWaitDragon to <number of days>". Or you could use a mod like https://www.nexusmods.com/skyrim/mods/76750 to possibly fix your problem.

Setting your timescale lower than 6 may cause problems (I do not truly remember if it was only dragonspawns)
Late reply, but maybe still relevant. I've never used this mod before, but I'm curious about this too. My interpretation of the instructions (listed at the very bottom of the page) is that you would change SkyRealismTimeScale to 10, and leave TimeScale as whatever value it is. If I'm reading it correctly, I think that when you get to the "problem areas", it will set the timescale to the TimeScale value, and when you're done with that it'll set it to the SkyRealismTimeScale value.
EDIT: Rereading through it, I think you actually change both - it seems like it will automatically switch TimeScale to 20 for the problem instances. I think the difference is that SkyRealismTimeScale is what the mod will set the TimeScale to for future instances, and changing TimeScale will change it immediately.
