It's similar yes, same eyesbrows and hair, but not eyes. Basically same facial structures. Since I made my first preset in Skyrim Special Edition 2 months ago, I modeled it after Kalilies (The author of KS Hairdo's) red haired girl named Izabella.
It might be that this Russian person made it after Kalilies' Izabella as well. -

Whenever I use the SG texture, the neck has a line

That's very weird, maybe try adjusting the weight. That's usually a problem at least with NPCs.
I guess you can try one of these, depending if you use UNP or CBBE

SG Textures is not a requirement, you can use whatever texture pack you want and whatever body you want
