      Extract the files
      Grab the "sound" folder and the "CounterStrikeCriticalHitFx.esp" file and drop into Skyrim Data folder at "steamapps/common/Skyrim Special Edition/Data"
      Activate the esp in the Skyrim launcher

      I don't think there is a way to set a condition for UI sound effects.
