Is there a possibility of getting a version where only non-important, non-quest related (linked to repeatable unmarked quests) NPCs respawn, like towns that you've slaughtered or dungeons and bandits.
I have created a personal mod where alot of the NPC's are set to respawn and this setup isn't for everyone. In my long experience with having NPC's set to respawn I will note the good and bad of it.
Drawbacks Some quest NPC's despite killing them will return. If you have a good disposition with an NPC everytime they die you will get a letter of inheritance, rarely I would get more than one because they die, come back then die again. Some NPC's are conflicted whether they hate you or not. For instance Tova Shatter Shield on first greeting hates me then anything said afterwards she likes me. If you have any mod that edits NPC's in any way this mod will conflict. I think only users who can actually fix conflicts in xEdit should use this mod.
Advantages Their inventory is completely reset so they have all new and different stuff. It's cool to see an entire town decimated from a dragon or bandit attack but when you come back in a week or month everyone is back again. You could possibly remove civilian saving mods from your load order because them permanently dying is no longer an issue. Just their inventory is respawned, any kind of quest aftermath or realtionship you have with an NPC stays the same.
In my game I also randomized their clothing and set their Combat Behavior to Cowardly so they run from threats and change their clothes once in a while. It certainly is a personal preference as some may consider it lore unfriendly but at the same time I really feel it has to be based on your own unique load order.

i'd love a mod that made npcs change clothes! used one years ago in Fallout 3 and it added so much immersion and feeling of life. i think it just added like 2-3 no name npcs to major towns, and they were set essential, and flagged to respawn once a week or so, wearing clothes from a set selection. would love something like that for skyrim. would be even better with vanilla npcs as long as they had so quest ties. i'd think the constant respawning might mess up quests if they were involved in any
Respawning does not mess up quests. The values that determine quest stages and how NPC's react to you based on those quest stages are not saved on the NPC. When a NPC is set to respawn it just refreshes their inventory. If you don't see the NPC for a long time they will resurrect the NPC if dead and refresh their appearance i.e. if they are based off a template NPC or list they will refresh that as well, thats why bandits are actually different NPC's when you go back to a cave after a long time.
Haha... Finally I can go on a rampage and kill pretty much everyone in a city then pay my bounty, and after a week come back to kill them again. Haha...
