While it may be redundant to patch TESV.exe, skse_loader.exe does not have the LARGE_ADDRESS_AWARE flag set; this caused CTDs for me (using linux & dxvk) and patching skse_loader.exe fixed those ones (though it never was a problem I noticed on Windows).
I did patch skse_loader.exe with a different program though (a single C file on github).
I shouldn't think any of this is necessary though if you're not running too many content mods/graphics mods, unlike me.
I just want to clear up some things I read in the comments:
1) Is this beneficial for Skyrim? No, because Skyrim TESV.exe is already large address aware (at least for the latest version). You can test this easily by uploading your original tesv.exe to www.virustotal.com, and then checking the details screen for whether it's large address aware Hint: it is.

2) What if I'm using an older version of tesv.exe that isn't large address aware? That's weird, but ok, sure, run it on that.
3) Is this harmful to run this on TESV.exe in any way? No, TESV.exe already has the laa flag set. Setting it again with this program does absolutely nothing -- no changes to the exe. You can test this by running this program on a copy of the exe, and then doing a file comparison using your favorite hex editor (I like Hxd). Hint: they'll be identical.
4) Does setting or unsetting the laa flag have anything to do with crash fixes or bug fixes mods or ENB's enbhost.exe feature? No, absolutely nothing at all.
5) Should I _unset_ the laa flag in tesv.exe? No, absolutely not.

Yesterday I installed the mod in my skyrim I have version 1.9 and it has only three mods apart from this patch. it started to go slow, my pc is not good the game was going at about 45 fps. now I go down to about 30 or less before I consumed 1 gb of ram and now only 500 mb.
