Second - to address a larger issue:
Not everyone will need this mod. Because not everyone will experience these crashes. As others have stated, however, some horse mods can cause or exacerbate crashing. This tends to happen during horse/terrain collisions. Which happened ALL THE TIME in Riften when I had a combination of mods that made horses faster. Harrald just could not seem to keep from colliding with Keep walls.
So I made this.
If you (and/or Harrald's poor horse) don't experience horse related crashes, great. You don't need this. But if you do, this should fix the "issue" in an elegant manner that is far more likely to be compatible with your 100 NPC replacers, 16 horse mods, 5 terrain swappers and that grass mod that makes it so you can't see anyone below the waist outdoors!
I exaggerate, of course...but if you need this, grab it. If not, I am happy for you.
Yup, he doesn't. Either he's chilling in the castle/just outside of it, or he's trying to murder castle walls with his sword. And for ten years of playing this game, I've never seen him with a horse, regardless whether it was vanilla Skyrim or modded.
Now this is weird. When I loaded up the Creation Kit, I had only Skyrim SE and the Update.esm enabled. His AI package definitely pointed him toward a horse he trained on.
Creation Club stuff, maybe? I doubt it, but...maybe?
Or maybe I was seeing things, and it was only in a mod list of mine that he was given an AI pack to use a horse to train in the first place. Regardless, loading his nearly last (but BEFORE Dyndo/occlusion) fixed the issue for me either way.
Pretty sure Immersive World Encounters (or the other one like it) also has this horse, and it also causes CTDs. I used to select it in console and type KILL - problem solved.
This is definitely not a thing. You installed a crazy mod that caused this.
Install more informative console and then target the horse. This will tell you the last mod that touched that asset and what mod added a horse to the middle of Riften.
Edit: Glad you guys figured that one out Ronin23. More Informative Console is a life saver.
Many horse mods with custom AI packages frequently cause pathing cell errors, and the fix in some cases is to alter the AI package, similar to what OP did. Horses can also cause the game to CTD when their capsule colliders react badly with the terrain, and then there is the other crashing business of horses and their riders decoupling the riding animation on cell load, breaking their collision, and flying away through the sky, out the cell and crashing your game.

The crash happened when I wanted to enter the sewers to go to the mousetrap.

stop in Riften.
head to the keep, ask about the dagger.
Fetch him his sword.
deliver it to him.
ask if he is essential. Set him to not essential. Then kill him.
Pity can not have his brother as Jarl instead of Maven.
and the store owner guy that complains about corruption… Still better choices than Maven. And the other guy…
but still this Guy. He dies every time I arrive in Riften (for the first time on a play through)
