Unfortunately, no. Distributing drams to NPCs would have required extensive edits that were beyond the scope of this mod. Consider any random septims you see as a side effect of people preferring them, given that the dram is worth so little.

They're lying to you. If you check your inventory, you should see the added drams. Unfortunately, this wasn't something I could easily change.
I was also using Merchant Exchange but I dropped it because as far as I can tell, these mods do exactly the same thing and in a far more interesting and immersive way via the voiced NPCs.
Not really the answer you were after, but hopefully it's helpful.
EDIT: Try the Treasury Exchange mod. It's by the same author as Merchant Exchange!
Not sure if this was an intended part of the mod or not, but when I was arrested and went to jail, they somehow automatically converted all of my septims to drams when I broke out of jail so I was unable to afford the boat-hire back to Skyrim since he only accepted septims. I also couldn't trade with anyone in Raven Rock to gain more septims because of the guards keep trying to arrest me (obviously I can't just serve my sentence that's embarrassing). Managed to help out Talvas with his Ash Guardian problem and he was fortunately willing to trade in septims so I could escape from Solstheim. Fun little story coming from this mod, even if it's not intended.
Additional question, do the Redoran guards only accept bounty payments in septims? I know the exchange rate is different between the currencies but I surely had more than enough drams to pay off my accidental murder bounty.
Actually, you said the guards were trying to arrest you, my bad.
Another question though, I'm not exactly understanding when exactly your coins got converted. Was is when you took your stuff out of the belongings chest?
Correct, I had stolen back all my gear from the belonging's chest and when I went to sneak to the boat-hire, all of my septims were gone, but I did have a lot more drams.
I've been messing with this along with my Skyrim Currency System/C.O.I.N. setup, and it seems like even with SCS set to not auto-convert currency and without even adding the Dram to SCS (so it would stay a "separate" currency), I'm getting all my coins turned into Drams every time I talk to any vendor in Solstheim and therefore can't use any ferries, nor the ship to leave the island, as they still seem to only accept Septims. Is this an incompatibility between my mods or is this an oversight?
I may try Medes In Your Pocket, which is based on Coins of Tamriel and has a patch for Exchange Currency, which I think would work without issue with Currency Swapper, but as it is, SCS may just not be compatible without tweaking some scripts or something, which is a shame because it works really well and is easy to add stuff to. Ideally it would just handle all the regular Septim situations and allow those merchants to accept whatever currencies you added to its system, and then Currency Swapper and mods that use it like Morrowind Mint would just work for the merchants and areas they're set up in, and you would have to manually exchange your Septims and other SCS currencies for Drams or what have you.
In any case, love the mod, and I'll get an acceptable multi-currency economy somehow, but if you or anyone else is at all interested in ironing out the incompatibilities, just know I at least would really appreciate it!
Ok, so I'm an idiot and forgot that Google's Imperial Bank and its currency have their own conversion scripts than need to be removed. It actually seems to be playing really well together, and if you don't add Drams to SCS then the other coins are effectively varied values of Imperial currency and your mod and other Currency Swapper mods can do their thing.
I imagine Coins of Tamriel would work fine as well, it just takes the approach of treating silver and gold coins as coin purses, removing compatibility issues, but I really like SCS's ability to use multiple currencies at (most) merchants, and being able to add Google's paper money to that system is a nice bonus. I suppose you could still use the faction and region settings from SCS to fine tune some stuff if you really wanted to, but I think Currency System does an overall better job of that.
The only thing I'm considering is changing the Mede to be worth more than the standard "copper" Septim from SCS, as that mod is incapable of having a coin value lower than 1 (hence the need for the exchange mods for the other ancient coins and such) but that's really just a personal choice to integrate it with the other Imperial coins; one could argue the Mede is worth more than a copper Septim but less than a Silver or Gold one, if you want to get "lore-friendly" with the explanation. Appreciate the quick response, and thanks again for all the awesome mods!
I'm having an odd problem. Everything seems to be working fine, I've got my drams and merchants deal in them. The problem is that I can spend them on things, but when I sell stuff to merchants, I don't get paid.
This has some navmesh conflicts with House Rule - Lawbringer for Solstheim. Since you made both mods, I thought asking for a patch between them would be reasonable?
Oh, thanks. I wasn't sure about that navmesh stuff either, but I didn't want to break anything. And having the new office definitely strikes me as the better way to use this mod. Thanks again!
I can't find any references to drams being mentioned in the lore, but I might be missing something. is this currency just a lore friendly change or is there any references to drams actually existing in the elder scrolls lore?
As soon as you step off the boat on the shores of Solstheim, the 2nd Councilor dialogues with the ships Capt. over his shipments being late. towards the end of the dialogue we hear the 2nd Councilor state "they're gouging us for what little drakes we have" alluding to Morrowind using its own currency. May as well be a nod to dram IMO.
In TES3, drakes and septims were interchangeable names for the Imperial gold coin since there's a dragon on one side and a Septim emperor on the other.
@elowenn The MK text that the dram was mentioned in: What My Beloved Taught Me — The Imperial Library (imperial-library.info) @LordClappn A drake is a type of dragon or a name associated with dragons. The dunmer of Morrowind (the game as well as the province) used "drake" as a colloquial name to refer to the septim specifically, referencing the Imperial Dragon stamped on each coin.
Why when I enter the Exchange Office I am treated like a criminal? The dunmer, Galos Andrano says that the Office is closed, so I went in the morning at 9am and then I tried again at 4pm, but still I was trespassing the Office. What are the opening hours? Do I need a prerequisite before I can do business and exchange my coins? Because I tried all of this on a fresh visit to Solstheim arriving for the first time on the island in my playthrough.
PS: Thank you very much for the Quaint Raven Rock Patch!!

I don't think I mentioned this earlier, but unfortunately the bounty payments being in gold is hardcoded. I can't change it.
Quick question though: is the exchange officer meant to leave Raven Rock? I met him wandering down the road outside of Dawnstar this morning! lol

I generally don't put much stock in Kirkbride's post-Bethesda work, but I liked the name well enough for this use.
There are no references to Morrowind having a new currency in the Fourth Era, but I thought it made sense and wanted to bring one to life.
