I can make an optional file later today that makes it into power. As a power it won't cost magicka, though, so it'll be a bit overpowered in my opinion.
This looks so fun to use! Any chance of a version that tones down the visual effects? I'm not knocking them, they look good like all cloak spells. I just have an awesome idea for a mageslayer build that hides how they use this power to scare the **** out of enemies. No worries if not, though, I'm still going to have fun with this!
Wait, why make it master-level? If this is supposed to be an anti-mage spell shouldn't it be a spell you can get relatively early with the other Cloak spells in the game? And maybe instead of Destruction it could be an Alteration spell?
Because lore-wise, I think this would be a fairly complex bit of magic. Gameplay-wise, however, I see your point. I can add an optional file that modifies its skill level and magicka cost.
EDIT: I have added an optional file which adds a Novice version of the spell which costs far less magicka. The file also adds a cost-free Lesser Power version.
On the matter of the school of magic to assign the spell to: I feel Destruction is the best fit for a directly detrimental effect such as this. In support of this view, the game files specify the Drain Magicka effect (In editor: AbsorbMagickaConcAimed, form type MGEF) as belonging to the Destruction school.
I agree and disagree with HDMFanatic. I agree it shouldn't be a master level spell. Expert I think would be more fitting. Unless you're going to adjust the functionality to grow with the player, then maybe a novice spell would be more appropriate. I do think Destruction doesn't make sense, I think this should be a restoration spell. It functions similarly to a ward spell so that magic type seems more fitting.
To be fair, Alteration and Restoration do have some overlap. Armor spells and Equilibrium, a spell for exchanging health into Magicka, are classed as Alteration though Wards are Restoration. Magicka Vortex could really be either one.
