   what does it do tho
   does it mean that we don't need 'npc spell variance' mod?
   what it does for regular player?
   description says it let's ai to perform different magical actions? how different, how does npc cast fireball differently? or is it just a framework for other mods to use?

   Does this require any type of special animations, behaviour or spells to make a difference in game similar to SCAR?

      It doesn't work on its own.
      As SCAR doesn't work on its own either.
      
      You need animations that utilize this mod.
