In this case, it's a line activated by the vanilla questline. For a mod that will cover the majority of the base game's dragon dialogue, you can use one of these mods:

Are there are voice lines that will be replaced in the future? or just the two?
Just these two files for now because the other lines have a mix of human and dragon language that aren't as easy to replace. I thought it would be too jarring for users to hear a medley of Russian, French, Italian and German - I have dragon voices from those localizations in my setup for overwriting vanilla dialogue, but it's a matter of personal taste.
Thank you! I love using different languages for the various otherworldly enemies, and dragons being capable of speaking & mocking you in many different ones fits perfectly into their lore as masters of speechcraft.
