Added a few requested features. I had to rewrite the mod from scratch. I did a lot of testing on my own and feel it's pretty solid functionally, grammatically maybe not so much. lol

Amazing mod concept and it doesnt even feel like cheat, my only problem is i found this mod late and i have already progressed far in game so my question is can i install this mod in mid playthrough(version anversery 1170)?
Thank you for the comment! So far I haven't seen issues with adding it mid playthrough. It's basically just a script and spellbook. If you have mods that alter High Hrothgar or the Throat of the World it may have some issues, but so far I have not seen any conflicts.

As an immediate work around you could open the console and type this into the console: help "dragon soul shift" 4
It should list the code you can use to add the spell book to your inventory. It should look like BOOK: (FEXXXD65) 'Spell Tome: Dragon Soul Shift' The "XXX" in the code in that example will be different numbers depending on your specific load order.
After you get that you can use the code for the book and add it to your inventory Using the code in the example above you can use: player.additem FEXXXD65 1
but strangely enough the help command doesnt bring up an item i search "dragon soul shift" or even just "dragon soul". neither does the additem which i can confirm is both enabled and not conflicting on mod organizer. here is an imgur link showing the mod both installed and activated in the image here and here is a pastebin of the modlist, though like i said its basically just the Lost Legacy modpack with like 4 personal mods i wanted. https://pastebin.com/ZJTRLJSa

In the meantime, here are a couple things you can try: I had a report from someone with a similar issue that said his mod manager did not install the scripts from my mod correctly and he needed to manually install the scripts from my mod into his data folder and that solved the issue for them.
Option number 2 is that I unfortunately may have made a rookie mistake and when I renamed the .esp file this update and it may be the issue. I didn't have an issue with the current file name on my PC, but if you are comfortable trying can you open the install folder for my mod and rename "MBW Dragon Souls to Perk Points - v3-2.esp" to get rid of the "-2" at the end?
If you are able to rename it, the file should be renamed to:MBW Dragon Souls to Perk Points - v3.esp
If that works please let me know and I'll re-upload with the .esp file reverting the name to that.
I've had reports renaming the .esp file can cause issues with mod managers, scripts, and load orders so if you can try that and let me know, I'd be super grateful!

EDIT/UPDATE 1: Try moving my mod, and the other 3 you downloaded, up in your load order so that they load before the paper maps mods and the Flat World Map Framework mods in the list on the right of Mod Organizer. I'm still looking and downloading the mod pack to test too so please let me know if this or anything else you tried worked!

I forgot to update my comment but I did notice after i made my first one to try moving the mod to higher priority but it unfortunately didnt work. though frankly i did just used the auto move thing to push it to the highest it will go.
I checked the virtual folder explorer and it does seem to be applying the scripts, though to be safe i put them manually in the data folder but still didnt work.
finally i tried uninstalling, changing the file name to remove the -2 and then reinstall but it didnt seem to work either unfortunately.

Sorry it's been taking a while to troubleshoot. So far I am running into the same issue you did after downloading the modlist and for some reason I'm having issues with Mod Organizer 2 actually enabling the mod in game. I tried downloading other mods too and for whatever reason enabling the mod in Mod Organizer 2 does not enable it in Skyrim. A very UNeducated guess would be running into a mod count limit but I'm pretty sure the modlist is about half of that.
I haven't been able to look further since but I'll keep poking at it in my free time!
Is it posible to have a different file to make default to 1 dragon soul per perk point trade just like before. Or is the a file I can edit using notepad++ to change it. Instead of setting it up every new character. Mods like requiem make even normal dragons the endgame boss enemy.
Thank you for the suggestion! At this time it's not possible to set a global default through editing a text file. I'll look into making an optional file to configure it with a 1-1 default.
Would it be possible to not change the ESP name with each update (by adding the version number to it)? Because with the different ESP name, all users have to manually sort/maintain their load order.

I have tuxborn and added your mod ..now when you say load it before I’m confused I put this mod on top of all the paper maps mods and it messed up the maps now, so what do I need to do to restore them and if use your mod again I’m guessing it needs to be under all the paper map mods then ?
You may need to put it higher in your load order. There are several paper map mods/plugins. Are you moving my mod higher on the left side of Mod Organizer 2? If you adjust the order in the left panel controls the order that the files for the mods are loaded (eg. textures, sounds, models, etc.) but the panel on the right side controls when each .esm or .esp file is loaded by Skyrim.
If certain mods (mine included) are loaded by Skyrim AFTER the paper maps mods, it breaks the map in game. You could try moving my mod up higher in the list, maybe even somewhere in the middle or towards the top if needed. I think I can DM you some screenshots I took for someone else with a different collection/modlist if that would help!
I'd say yes because changing a mod's .esp name is one of the worst things you can do for a new version (unless it requires a new game anyway) It will leave the script(s) from the older named mod in your save game. Also you will lose your old items and will have to get the new ones from the new .esp ingame.
But with version 3.0 being named 'MBW Dragon Souls to Perk Points - v3.esp', won't the new file called 'MBW Dragon Souls to Perk Points - v3-2.esp' cause confusion in how the game reads the data and any associated scripts?

At the time, I thought restricting access until after you met Paarthurnax would be a good way to balance things. I later added a copy of the book to High Hrothgar on the request of a lot of players that wanted to skip the main quest and do their own thing.
I would not be opposed if you wanted to upload your edit! I just don't want to add that myself if you were planning on uploading it.
I was planning on remaking the mod with an MCM menu that allowed you to add the spell from the menu if you wanted, but with general life stuff going on it's been hard to make time to learn how, and my monkey brain is having a hard time wrapping my head around it. Which frustrates me to no end since I do make websites and it feels like I shouldn't have such a hard time lol. I have to schedule a time to really dig in and force myself to work at it until I get it.
Oh no worries, if you just make my mod a requirement when you upload it that should be fine! Otherwise if you're ok with it, I can add that feature myself... eventually... sometime... lol.
I don't know if I can set the percentage of donation points to split on a per-file basis and don't want to take what you deserve if you also use the donation point system and that's not possible right now.
