I get this issue whenever I try to run SKSE off from Skyrim:
"DLL plugins you have installed require a new version of the Address Library. Either this is a new install, or Skyrim was just updated. Visit the Address Library webpage for updates?"
I have the version of Address Library aligned with the current version on Steam, so either this is something that you haven't fixed yet or the version of Address Library I have is wrong. If anybody that's running Skyrim right now with no problems knows how to solve this, please respond to me.
If anyone has the same problem, try using Anniversary Edition, it worked for me. It's really confusing which version of the game is anniversary or sse.
What is with this mod today? I am having issues launching the game today after updating this mod today. It claims I don't have the current version installed when I do.
For me running both worked. Put both in plugins, or even use both in a mod manager. It should then load. I have Special edition, but downloading anniversary fixed it.

Custom skills.dll REL/Relocation.h(709): Failed to locate an appropriate address library with the path: Data/SKSE/Plugins/Versionlib-1-5-97-0.bin This means you are missing the address library for this specific version of the game.
Although it says this, I have installed address library and have the files located exactly in data/skse/plugins. But the thing is I don't get the customskills.dll bit. since I have no mod named like that installed not a framework nothing. I have not been able to find how to fix it online since some people who have had it say to uninstall the customskill.dll which I do not have. What can I do to fix this?
edit : I do use best of both world 1.5.97.0, but I have tried playing with both address libraries SE and EA, and both options individually and together don't seem to work
I am having this problem too, crash to desktop on the Bethesda logo. I have the current 1.6x version which matches my current Skyrim, current SKSE version (build 2.2.6), SSE Engine Fixes with part 2 manually installed, and the Address Library .bin files are in the SKSE plugins folder. To be clear, there is no message about DLL files needing a new version of Address Library, just a hard crash when launching skse64_loader.

CACO is causing issues with some mods at the moment. I had bugs and issues with my game, to the point where I wanted to run through a wall, and after testing, I removed CACO, and everything works fine now. It's not this, or Tweaks or Util or Extender or File Access causing issues, it's legit CACO causing issues with certain load orders at the moment. I did leave a comment on CACO's page, but for now, if you use CACO, remove it and test again.
Did you also remove all the patches that goes with CACO ? It might not even be CACO causing issues in your load order, might be something else. Seems if one thing gets fixed, something else breaks. Such is the life of modding. :/

"REL/Relocation.h(1170): failed to open address library file"
I've downloaded the correct version (1.6.1170.0). I've downloaded SSE Engine Fixes and have installed both parts correctly. I've done the whole "binkw64_.dll" thing with the underscore. The .bin files are in the SKSE Plugins folder.
Am I missing something? Is there a fix? Everything has been organized through Vortex. Thanks guys.
I'm unclear on the instructions for this. I've downloaded and installed this mod using MO2. Do I need to now add the .bin files to SkyrimSpecialEdition/Data/SKSE/Plugins?
If I have to add those files manually, why do I need to install and enable the mod with MO2?
Scratch that: I misunderstood initially but I'm clear on it now.
The description has this: "You can use mod manager or do it manually. The .bin files should go here: Data/SKSE/Plugins/"
I had misread it initially; I thought it said that I needed to add the files after installing with a mod manager. But what it actually says is to add those files IF I had downloaded the mod manually. So as long as it's downloaded and installed through a mod manager, than I don't have to worry about moving those .bin files.
For those of you having issues with "skse not finding file library" error, are you using dll loader helper? go to your main Skyrim SE folder. There should be a file there named "bink2w64.dll" . Make a copy of it and past it in the same folder. Rename it "bink2w64_.dll" with an underscore ( _ ) . That's what got my game to work.
So there are a few things I've notice that can be easily missed when people are either installing for the first time or upgrading or for people like me who had a DVD copy of the game years ago and modded it and have since decided to replay the game via Steam and have forgotten how all the mods worked and such.
Hopefully this step by step will help people so the board stops getting endless posts about the same issues:

For Anyone using 1.6.x version of Skyrim, regardless if they are using the SE or AE versions. you need to download the AE version NOT the SE one, as it states the SE one is only for people updating from 1.5.x.
d) Go to SSE Engine Fixes (skse64 plugin) and there there are the two parts for that. Again, mentioned below already, PART 1 you can download vs Vortex or whatever. Part 2 however has to be manually downloaded and placed in the main Skyrim Folder where the launcher is.
e) Finally don't forget to use the skse64_loader.exe and NOT the main default SkyrimSE.exe file to enable SKSE. This is something I had forgotten about.
