First and probably only Version
We all know Level-1 Bandits are total chumps, but its not all their fault! Bethesda decided to handicap these bandits with a 0.5x damage multiplier perk.
A very simple edit which un-nerfs the 'crNerfDamage05' perk to allow Level-1 Bandits to do 100% damage instead of 50%.
Note: I have not removed the perks from the bandits, instead the perk has been amended to have no effect, any other actors with this perk will effectively have their damage doubled (more accurately - un-halved).
If you would like to do this change yourself, amend the 'crNerfDamage05' (0010C041) Perk Float value from 0.5 to 1.0, found here:
Effects (sorted) > Effect > Function Paramater > EPFD - Data > Float.
