When you smelt ore and cast it into an ingot, you're removing the impurities from the metal so it is usable. Turning it back into ore really isn't something that's done IRL - it's sorta like trying to unscramble an egg. There are very few uses for ore in the game anyway, so I don't understand why you would really need this mod.
Conceivably, you could turn iron ingots into iron ore, and with the appropriate spell, transmute them. Originally I was going to write a post about how unrealistic this is, but... in a world where you can open portals to new dimensions (Oblivion), and you can kill a dragon with enchanted weapons, maybe reversing the smelting process isn't so farfetched after all. Oh yeah, and let's not forget the bikini armor. :D

Ores have a little use in Skyrim, yet there still are some. I did this exactly for the reason of transmutation spell. Melt weapons and armor into iron ingots, and since I didn't find any mod transmuting ingots, (which should be possible in the Elder Scrolls universe due to the possibility of transmuting ore) just break ingots into ores and there you go. The other ones are there just for sake of complete bundle
