Thought I should share my experience after no solution worked for me, and I tried everything Google could offer. My horse would just remove its armor at most 5 minutes after equipping it, even without fast traveling, changing cell or saving, and usually in way less time than that, like 10 seconds.
Can't say if this mod really helped or not as I haven't tested without just in case it breaks my luck, but what did work for me after failing to see a difference with this mod installed and the disable/enable/removeitem sequence, was to use "equipitem XXX 1", XXX being the barding ID, instead of just "equipitem XXX" I tried after seeing my horse armor disappear again, and which would also not help. The 1 option adds an item permanently which can only be removed by command. The armor still disappears every now and then (Oddly enough only when there seems to be a collision between the horse and another NPC, not every time at all though, seems heavily random with a low chance of happening. I guess the game or one of my mods calls a more "forced" refresh of the horse inventory when it happens, based on forced methods of removing the item instead of more light ones that can't override the permanent thing), but I can now play for an hour straight before it happens, instead of merely 5 to 10 seconds before. So I guess it works?
(For reference, I use Convenient Horses and EFF, which are the only mods I have that could modify horses behavior I think, and my horse console inventory only has the gold ring this mod adds as outfit, the barding armor as worn and another invisible worn item, the "natural" outfit of the horse I guess, which will come back whatever you do with it. I only removed its default saddle. When the barding disappears, I just need to open the console, select the horse, reequip the barding with "equipitem XXX 1" and I'm good to go. I don't have multiple horses on this run for now, and I haven't tried to change my followers horses armor from EFF, so I don't know if it works well with other horses)
i couldn't figure out what to do after i got to this step: "Activate the mod through your preferred launcher by ticking the checkbox next to the esp/esm" what "preferred launcher" ?
i don't know if i installed it correctly, however, after selecting my steed and entering: disable (enter), enable (enter), and removeitem 60797 1 (enter), i got my armor back
Doesn't seem to work. I followed all the instructions. I'm loading this after all horse/horse armor mods so very late in my LO, is that correct? I'm also using IH and CHB, and I have SE downgraded to 1.5.97 with the BoB downgrade patcher. Both vanilla and CHB armors don't show up on half my horses. Nothing helps. :(

I'm on mobile so i don't know if that's what this mod does but i fixed for me by removing via console the saddle of the horse... what it does happen if i understand correctly it's that sometimes the horse equip the saddle instead of the armor
As you know, each NPC has a vanilla armor, which is sometimes activated due to the peculiarities of the engine. If you remove this armor using the console, the game will restore this armor. But if you do not remove all the elements of armor, but leave at least one, then the game will not restore all vanilla armor. I added a regular ring to the vanilla horse's inventory, which does not use the armor id (first person flags id in SSEdit) used by the saddle. Thus, if you remove the vanilla saddle, then a vanilla ring will remain, which does not overlap the id from the mod. The game does not restore vanilla saddle and allows you to always display horse armor or a purchased saddle.
This situation happens in the vanilla game. Sometimes the effect of the armor stops working. To return the health boost effect, you can remove the armor of horse from the stableman and put it on again.

what "preferred launcher" ?
Ideally you should be using Mod Organizer 2 or Vortex to install and manage your mods. Whichever one you prefer.

I'm wondering if the console instructions need to be done for each game load if not using this in a new game.
But it doesn't seem to add 1000 health point to the horse.
