I need you to give DETAILS with your issues/concerns/complaints. This mod will likely require patches to stop other mods from trying to start the execution scene when it shouldn't be.
DETAILS include:
your load order
who is saying a line that sounds odd/weird?
where you are in the About Roggvir quest and what you're trying to do
is it reproducible in if you test in a new game?
I will update this to include console commands which may be helpful. In the meantime, please add this info and use the BUGS section.

How does the mod work?
I've changed the quest "SolitudeOpening" to have a new starting stage which does nothing. The quest runs when the game starts but now has a blank stage.
You need to overhear someone talk about Roggvir. Once you do, the 7 in-game day timer is started.
You can choose to talk to Roggvir and free him or wait the 7 days.
After 7 days, the next time you enter Solitude is when the execution will happen. You can choose to save him, or you can do nothing.
Dialogue conditions are changed to match the newly implemented quest stages so people don't talk about Roggvir like he is dead when he is very much alive.
What are some things that could like, well, break stuff?
Since many of these changes are altering vanilla content, you need to make sure About Roggvir is very low on your load order (meaning it is winning all conflicts unless the patch is made for About Roggvir specifically).
Other mods theoretically could add new triggerboxes which start the solitude execution scene. I cannot know who does this because I dont use every city expansion mod. If you have issues, be sure to be detailed in your reports.
What do I do if my shizz is str8 up jacked yoooooo?
You can use console commands to get to the stage you need to be at.
Below are the About Roggvir quest (named 'ARMQ') stages:
Stage 1 - This is the default stage and is set at game startup. Roggvir is moved to the prison cell. Stage 10 - Officially starts About Roggvir quest. This should be triggered when a guard mentions Roggvir in your general vicinity. This starts the 7 day window for Roggvir's execution. Stage 25 - You met Roggvir in jail. This starts the 7 day window for Roggvir's execution assuming you havent heard about him yet. Stage 50 - You freed Roggvir from his shackles. Stage 55 (optional) - You gave Roggvir a disguise, guards will not attack either of you should he try to escape. Stage 60 - Time for Roggvir to try and escape Solitude. If you choose to try to free him from the execution scene you will both be attacked by guards. If he is not in a disguise, you will both be attacked by guards. Stage 75 - Roggvir successfully escaped Solitude. Stage 100 - Roggvir made it to Windhelm and is a free man. Stage 102 - Roggvir becomes a regular citizen of Windhelm. Stage 301 - I killed Roggvir in his cell. Stage 302 - Roggvir died trying to escape Solitude. Stage 303 - Roggvir was executed in Solitude.
i installed the mod because i wanted to save Rogvirr, i already entered solitude before i had the mod but loaded a previous save after i installed it. when i enter Rogvirr is standing alone on the stage but slowly everyone walks towards their positions and he still gets executed. When i run on stage the quest says that i must help Rogvirr escape only he becomes hostile towards me when i get on the stage. I also cant find him in the dungeon but the objective "find rogvirr" does complete. yes this an ongoing save.
Like another poster, this mod fixed a weird issue I had with Roggvir's skeleton causing a CTD in skyrim.esm. The one condition between a bug-free game and CTDs around Solitude and immediately after fast travel was whether I had witnessed Roggvir's execution or not. Spent hours trying to diagnose with things that made sense just to find out that something with his actor or the scripted event was throwing a wrench in everything.
Big thanks from me! I guess I am going to have to save Roggvir at any cost in my new run.
Since this is so rare it must be another mod that is changing Roggvir in some way. Everyone else would have it too if it was really a vanilla issue. This mod is probably lower in your order and now taking priority over the other mod.
It solved a very strange CTD i had that i narrowed down to Roggvirs death. I had CTDs all over solitude, and somehow they came from a skeleton issue in skyrim.esm, relating to Roggvir getting his head chopped off.
Minor issue but I can't figure out what's going on with it:
Saved Roggvir, got him to Windhelm. Later in my game I'm in Solitude, and Roggvir comes walking up to the front gate as I'm leaving town. He's wearing different armor now, but it's kind of jarring that an escaped fugitive would just walk back to the place he escaped from lol. Is this supposed to happen?

This mod solved that. So bless you! <3
(just joking if it's not pretty obvious)
