I think it's just that it's a huge undertaking for something those mod authors rarely use. Many of them are probably making patches for themselves for modded armors they use whenever they have time to actually play. And on top of that, there are so many bodies and vanilla set conversions for them that come out and basically deprecate patches built on old base meshes. I suppose doing a vanilla conversion and leaving the refit for later or for someone else is an option. Still leaves you with the issue of them not even using it themselves.
Anyway, the mod author, tatururutia, who does 4thUnknown's physics patches has a few. Ulfric, Ebony, and CC Spell Knight at least. I haven't tried them, but I assume they're top notch since they create the best, most well-behaved physics I've used. And I've used quite a few of them by now lol.
Oh cool. For me it's not for my player character to use. But to add realism to the NPCs. I've got a good rig now so can handle lots of NPCs having cloth physics.

Does this work for AE? I haven't looked into your tutorial yet as I had physics for SE working. Trying AE since updates have stopped and wanted to try it. No physics, so looking for a fix. Only thing I really changed is cbp to cbpc. If I can't find anything, I'm going back to SE.
This works for AE, yes. I play on AE and use Faster HDT-SMP.
That said, this is not a physics mod per-se, but rather a guide on how to apply HDT physics to cloth objects. Unless you download my Hammerfell Garb file, which is intended only as an example for this guide, the only real use for this is to manually apply cloth physics to your own outfits.

Modernize and Re-Modernize have added cloth physics to quite a few vanilla clothes, but no armors.

For example:
- Mesh sinking into the ground by hands -> fixed by removing hand bones
- CTD on outfit -> needed to correct a flag on a mesh (added Flag 19 to a new part that needed it)
- Parts of the mesh stick out when you turn the camera -> that section has a wrong bone weight that needs to be removed such as a breast bone in the leg
