Adds DLC support as well as configurable lock levels and ownership for doors that normally require a key.

This is the same version used for Xbox. No SKSE means no MCM, randomization is slightly slower, and it won't get the upcoming "PC Only" features. Does NOT require PapyrusUtil nor Papyrus Extender.
