Whiterun is Imperial, and Hrongar is Jarl, but Legate Cipius is missing from the War Room: Ask Hrongar “Where is the Imperial commander?” Cipius should appear at the Civil War map table shortly after.
Whiterun is Imperial, and Hrongar is Jarl, but Sinmir is still Commander of the Guard: Tell Hrongar “The security here is terrible.” Sinmir should leave shortly after, and Commander Caius should then return.
Whiterun is Imperial, and Hrongar is Jarl, but won’t offer the Thane quest even though I’m not Thane: Tell Hrongar “Your court seems a bit small.” This should unlock the Thane quest dialogue.
Cipius/Hjornskar/Tullius/Ulfric won't start the Battle for Whiterun: The likely cause of this is an alias on the CWSiege quest failing to fill. To help with debugging, please try the steps at Debugging Civil War Quests. The required file is CWSiege Alias Debug and can be found in the Optional Files of Serious Civil War Defense for OCW. You must load a save from before you give Balgruuf the message in Message to Whiterun. Depending on which version of the quest you are doing, CWSiege can start in the background at any point after that.
FAQs
Why was Dragon Rising re-added as a prerequisite? Hrongar and Vignar don’t have dialogue for Dragon Rising, and therefore Balgruuf must stay as Jarl until Dragon Rising is complete. I have now created Whiterun without Main Quest as alternative to that functionality which doesn't break the Main Quest. It is of course designed to be fully compatible with Serious Consequences.
How do I convince Balgruuf to pick a side? After you've delivered the message from Tullius or Ulfric, you need to interrupt his conversation with Proventus. (This is the scene that starts with "Proventus, what do you make of all this?") You'll need to interrupt him twice, starting with "My Jarl, I think there's a side to this you aren't seeing." Assuming you navigate the first interruption successfully, when you interrupt him a second time, he will invite you to "speak your mind", at which point, the dialogue options will allow you to push him one way or the other.
Compatible with Skyrim Unbound Reborn or Live Another Life? Yes, mostly by accident, but if you load those after and let them overwrite any conflicting files, it should work. (Including the former's bypass of Dragon Rising.)
Compatible with Beyond Unbound Game Start (BUGS)? No, because that uses a different version of Jarl Balgruuf Dilemma. If you're looking for similar functionality, use Jarl Balgruuf Dilemma and SCW Consequences alongside your favourite Alternate Start mod, plus Whiterun without Main Quest and In Your Shadow.
ok, so I finished the battle for whiterun, really amazing...just some caveats: - Hadvar spawns inside the barricade, even before the battle actually start...during Galmar speech he is there... - during the actual battle imperials spawns next to the bridge, behind our defense lines... -during the battle, hadvar and ralof (they spawned next to each other before the fight start) fought during the whole battle, really epic...but after the battle, during the balgruff speech ralof and Hadvar kept fighting, since both are essentials none could die, and kept on fighting...
Sounds like the city didn't fully switch to Stormcloak before the siege quest started and it spawned half of one faction and half of the other (or you have some other mod editing part of the siege quest).
Primarily no, the only script changed in this update was QF_CWSiege, and that was only to remove a redundant bit of code. So Schofida's version of QF_CWSiege will still work fine if that loads after.
The main changes in this update were to Season Unending (MQ302) and related dialogue/scenes.
Was really hoping this mod would work for me because I wanted to try siding with the Stormcloaks but I really like Jarl Balgruuf. However, after going through the dialog to convince him to side with the stormcloaks and he says that Ulfric will have Whiterun's support no more dialog continues and the quest remains on "Wait for the Jarl's response". When I talk to Balgruuf he tells me to return the axe to Ulfric. and when I did it sounded like it meant he sided with the imperials and the Battle of Whiterun was going to start. It's been years since I did the quests so I don't remember what means what but from what I've seen from other comments it sounds like it's not supposed to happen like this.
If this is indeed wrong then maybe it's not working because I added the mod mid-game? Really hope I can get this fixed but my earliest save is after I've already given the crown to Ulfric so I'll experiment a bit more but I'll just not talk to Balgruuf.
If it helps determine what's happening or if it affects what I have to do, in the FOMOD I picked that Balgruuf will always side with the player unless convinced otherwise Even reinstalling and changing the option so that Balgruuf always sides with the Stormcloaks unless convinced otherwise, he still seems to side with the imperials (without me interacting with him during the scene)
Check in xEdit that nothing is overwriting this quest, but it could well be because you've already given the crown to Ulfric. Message to Whiterun initialises right after that, so it may have initialised everything such that the mod then can't change anything.
I installed the mod before giving the crown to Ulfric. I either installed the mod before the Stormcloak Initiation or during the quest to retrieve the Jagged Crown, I believe it was the former though
Okay. So craziest thing. Apparently the ESP for the mod NEVER GOT ENABLED. The mod itself was enabled, but the ESP was not (same goes for all sorts of compatibility patches so that's fun) Talking to Balgruuf again had new dialog options and I've finally been able to progress in the quest. Sorry for the trouble! I've never seen Vortex just.. not automatically enable the plugins like that. Although I did only figure that out because I saw they weren't enabled when opening xEdit, so you certainly did help! Thank you!
Edit: Of course I'm now getting the issue where after returning to the Jarl from giving the axe to Tullius I'm being told to "Talk to [...]" which I appear to not be the only person who's had this issue. Tried going through the Alias Debug method but quite honestly I don't think that's related to what's happening as it's an objective in the previous quest not working right rather than the next quest failing to start. Hjornskar is in Whiterun, the guards have changed to Stormcloak guards, the flag on the war maps have turned blue for Whiterun, but Hjornskar doesn't have any dialog tree. I even tried spawning a new Hjornskar in with the console like a previous commenter tried but that didn't even work.
Hmm, unfortunately I don't understand that [...] bug as I've never been able to replicate it. But if talking to Hjornskar isn't working anyway (which should theoretically work despite the [...] issue), then that is most likely still the Siege quest Alias issue.
Not sure - have a look and see if MO2 flags any file conflicts or if xEdit has any record overrides. If there aren't any, it should be fine; if there are, let me know what the conflicts are and maybe I can do a patch.
Having a issue where Ive done the battle of whiterun with balgruuf siding with the stormcloaks and now it says report to Ulfric but he doesnt have any dialog to turn in the quest.
The table says the Stormcloaks control Whiterun and the diaglog options are people say you shouted the high king to death, how goes the war, why are you fighting the war, why did you kill the high king, and how did you become the jarl of eastmarch. Ive tired them all and they are all greyed out as I have gone though them.
That's very strange... did you notice anything odd during the Battle for Whiterun defense (e.g. soldiers in the wrong places, Galmar not giving his speech on the gatehouse, Rikke being a part of the attacking party, etc), and do you have any other mods which edit the Civil War (including any of mine)?
Otherwise the best thing I can suggest for now is reloading a save from before you convinced Balgruuf to go Stormcloak in Message to Whiterun, and trying again.
I do have civil war overhaul but the description said that it should be compatable. As for anything odd, not really Galmar gave his speech and afterwards Balgruuf gave his speech and said go back to Ulfric but then nothing about turning in the quest. This is the second time Ive tired to do this and the first time I got the report to ... but before I read how to resolve it talked to ulfric and retrurned his axe even though I gave balguurf axe to tulius but I think it was just because I installed the mod right before talking to balgruuf with ulfrics axe
Do you have the patch file from Civil War Overhaul? This might be a question to ask schofida if the patch is missing and/or not working properly. Also this mod needs to be installed before turning in the Jagged Crown, otherwise it won't necessarily initialise all the variables correctly if Message to Whiterun is already started.
If anyone is having the "Speak to [...]" issue, I solved it by opening the console, typing "help "Hjornskar" 4", then using the character ID it gives in the "player.place at me XXXXX 1" command, and then I spoke to him. I had zero issues after that!
Making a duplicate of Hjornskar is certainly a novel way to solve the issue. But then you'll have two Hjornskars forever, and he won't disable properly in future sieges.
Hello, Sorry for maybe stupid question, but I see that this mod affects courier behavior in the Dragonborn DLC (Quest Unearthed) and CC Dead Man's Dread.
Is this the way it is intended? I can't understand its purpose. Thanks.
Most likely an unintentional ITM caused by creating the new OCW03_Stage70Node. Feel free to delete that record and I'll take it out in the next update.

You'd need to have this mod loaded as well so any references are updated when IDs are compacted, but JBD might use GetFormIDFromFile in its scripts, which would break JBD itself if it was ESLified.

Was the new update a bunch of script changes?? I'm worried the update broke the "Civil War Overhaul -
