I noticed while using the JKs Skyrim - Immersive Citizens patch that there is still some clipping between the two in Rorikstead. On the front porch of most of the farm houses there is woodpiles and chairs that IC refers to in it's packages that clip with JK's clutter.
I'll take a look. I haven't patched anything in Rorikstead for a very long time, probably other locations I haven't checked so far, might also need some work.
Take a look at the description, it will tell you what the mod does. If you use TGC of Solitude, you'll probably have more issues (especially with navmeshes) when used with other mods anyway.
Yes, I saw that your patch moves a ship from Midwood Isle, but my question essentially is, is that REALLY necessary for Save the Icerunner to work properly?
Save the Icerunner should work if you don't mind the two ships in the same spot and the chaotic mess in the area. But you won't be able to enter the ship to Midwood Isle (unless you try one of the alternative ship location patches from the Midwood Isle page, but I can't guarantee there won't be any other issues).
You're probably running one of the 15 modular variants of the ezPG main plugin. The patch is designed for the full version, there's information about it in the FOMOD.

what happens if one has both Midwood Isle and Save the Icerunner but DOESN'T use your patch?
because your patch conflicts heavily with the Midwood Isle - Great City of Solitude patch
