Depends on the kind of horse. If it is a non-essential horse (the ones you can buy at the stables) then yes. Since they are instanced and non-unique they are treated as if they die when sold.
Currently you can only sell horses that you officially own. So to sell stolen horses you would need a mod that gives you ownership (owned horses can usually be indentified in-game by them following you when fast-travelling. Though there is an exception in Riften).
The WildHorsesCC DLC is compatible and has a patch included (in the Main file FOMOD) The WildHorsesCC DLC is now compatible without patch
I have looked into it and managed to make SYH compatible with SimplestHorses by default. No patch needed. (Though if you enable SimplestHorses "Set owned mounts as protected" option, you will need to have "Allow essential horses" enabled in the SYH-MCM)
Would this mod need patches for the unique mounts added by the Saturalia, Forgotten Seasons, and The Cause creations? (I know, I know, the mounts in the first two aren't technically horses, but the game treats them as horses for all intents and purposes)
Generally you can assume any mod that adds or changes mounts will need a patchNot the case anymore. But it depends on how these mounts work. Are they essential? If so you should probably be able to sell and repurchase, but if they use custom Factions/Behavior there might be bugs. If they are not essential and they respawn after death (using similar code to vanilla) they will be sellable but will respawn at their point of origin (as wild/unowned horses).

The SYH-Main.esp is currently not flagged as ESL. I'll look into compatibility with it later. The WildHorsesCC patch-ESP is flagged as ESLnot needed anymore, as will all future patches if possible.

I tried to buy the horse in Whiterun and sell it in Markhart but it teleport in Whiterun stable.

Since they are instanced and non-unique they are treated as if they die when sold.
Could be fun being a horse thief stealing horses from hunters/random encounters and selling them :-)
