If you are in the rain, and have survival mode enabled, you will get wet, and your warmth rating will drop by 100 points, therefore you will get colder faster. (No scripts. Simple spell and Magic effect implementation. Zero performance impact.)

Since coming on board to anniversary edition, I've been slowly trying to make tweaks to survival mode to more closely emulate the experience from frostfall on my old setup. This latest tweak (which I've decided to upload here) brings back the idea that you can actually be wet, and that wetness actually matters. It's very crude and basic compared to frostfall's version of gradual increase and decrease of wetness, as here you will basically be either wet or dry, with no in between. But I'd say that's a lot better than basically wetness not existing in current survival mode.
This is done through a spell that causes you to lose 100 points of your warmth rating when you are in the rain. If you have no other mods interfering, I expect that the spell should already be added to your character without having to do anything. However, if there are other mods conflicting with the spell being automatically added, I've made it so that you can go to a tanning rack and create a spell tome, simply read the spell Tome one time and it should be added permanently to your character.
UPDATE - I've now added a potentially better version (more likely to be reliable at recognizing overhead cover). It's actually a copy of the way I have it in my own game, but it *requires Wet and Cold* as a master.
UPDATE - Be sure to use the latest version of whichever main file you choose, I've been correcting/refining the conditions to function better.

(NOTE - the effects DO show in your active effects, so if you are standing in the rain for a good several seconds and still don't see it, then it's not working and you need to create the spell tome and add the spell to your character. )
For those who are willing to keep reading... Some more detailed description of what Wet Matters (and Snow Matters) does specifically...
Wet Matters - When outside in the rain, your *warmth rating* (which is the total of all warmth ratings of each article of clothing you're wearing) gets 100 point deduction. This is because your clothing is soaked so it no longer provides the insulation it would when dry.
Snow Matters - When outside when it's snowing you gain 100 points of "cold" (as opposed to losing warmth rating of clothing), so in this case you still have your full "warmth rating", as your clothing is not necessary soaked, but nevertheless your body is a bit colder, because, well, it's snowing, and that should MATTER!
...and just another reminder, if either or both effects don't seem to be working, make sure you've tried the "spell tome" method (create at tanning rack) mentioned earlier, before assuming something's broken.
