I believe the quest should become available after one comes across (when they are at level 5+), the Alik'r harassing the Redguard woman in the wilderness and learn that the woman they are looking for is probably in Whiterun. So I've gone into SSEEdit and changed the requirement of this mod to level 5+ . Level 5 is also that the level the 2 Alik'r that you meet in Whiterun start at. That being said, Kematu and his company in Swindlers Den start off at level 1 and level with the player - so one could actually complete the quest at level 1 if one uses the no conditions version of this mod.
It's nice that I no longer need to use the console to force the quest to start. And to top it off, I learnt how to use conditions in SSEEdit today. Endorsed.
Incidentally, I tested the no requirements version, with Live Another Life in which I choose Breezehome as my purchased property. On exiting Breezehome, the Idolaf and Adrianne scene played out first and then the Alik'r showed up after I left the area and then returned from visiting the market a few moments later.
If I had to guess, I'd say the reason that the quest was set up to not begin until after you kill the first dragon is because, if you complete the first few main quests one after another, there will be another scene playing out each time you pass the Whiterun door: the Whiterun intro scene between Idolaf and Adrianne that plays the first time you enter, then the scene where Irileth dispatches some guards to Riverwood, and finally the scene where Irileth is hyping up the guards that are being taken to kill said dragon. So it makes sense with only the vanilla game in mind, but if you change how the main quests are triggered, then not so much.
I just use Dragons From The Start and At Your Own Pace. Properly patched, these sync up well and (depending on my Alternate Start) I have come upon those A'likr and the numbskulls on the road, it's hardly an issue.
What annoy me the most is that the Whiterun scene with the two Alikr Warriors arguing with the guard don't work well some times ;; This will fix the scene of Alik'r Warriors arguing with a Whiterun guard ;; if the the guard don't appear (Quest MS08) "78783".resurrect 1 ;; Resurrect Guard if he is dead "78783".moveto 00055FAF ;; Move Whiterun Guard to MS08ArgueGuardMarker It would be great to remove the "Dragon rising" condition but that "Whiterun Alikr Scene" is still needed for immersion.
I postponed looking in that Quest because for now it has low priority in my list.
Thank you! I've been trying to found a mod like this for years now! Even tried to do one myself but couldn't find the conditions. Do you happen to know of any other quest that only starts after Dragon Rising but doesn't necessarily requieres Dragons or you to be the Dragonborn?
ig Repairing the Phial technically shouldn't require you to be dragonborn to start but there'd be no way non-cheaty way to do it without being dragonborn.
