General Distribution is not as fleshed out right now, after I finish my unique NPC distribution, I will make it more complex with NPC classes, skills, etc.
This is an old comment and perhaps these people have figured it out, but you don’t NEED all of the outfits for this mod to work.
Each SPID outfit/outfit pack is a plugin which you can disable if you don’t have/don’t want/don’t like any of the outfits that it distributes.
For example, let’s say you only had the Ashlander Apparel outfit. You could still download this mod and use it, you’d just have to turn off the plugins for the other outfits. Then, in-game, only the Ashlander Apparel outfit would be distributed.
Are there any incompatibilities I should be aware of? I instealled it with all its requirements but the NPCs appeared with the vanilla Dunmer outfits even as I started a new game with this mod installed. I used resurrect commands with them to see if it changed something but it only gave them the gloves and boots armor, while the main body remained naked.

I just double-checked and it seems as it needs the CC mod "Ghosts of the Tribunal". Is this true? Because there's a piece of clothing that doesn't show up in the required mods, so it may be CC after all.
Of course. I do not have the CC mod "Ghosts of the Tribunal" either, so I disabled the "QND SPID CC Ghost of the Tribunal and Dragonborn.esp" installed by this mod. If you haven't done this already, it could be worth trying.
The .esp is what defines the outfits. The SPID distributes them. You can check if they're being distributed by looking at the SPID log (...\Skyrim Special Edition\SKSE\po3_SpellPerkItemDistributor.log). With the .esp disabled, your SPID log should have failure messages confirming it's failing to distribute the CC Tribunal outfits, which is the desired outcome. The log gets refreshed when SPID does its thing at game load.

I disabled the .esp, but when I don't know how to check/open the "po3_SpellPerkItemDistributor.log". If you don't have an CC, then these outfits simply won't be distributed to the NPCs. None of the sets from QND worked for me until I myself replaced the names of the NPCs with their EditorID

Edit,edit: I gave this tip earlier, and came back to correct myself: I said if anyone wants to give the beautiful ash pilgrim armor to males as well, this here conversion for vanilla and HIMBO males https://www.nexusmods.com/skyrimspecialedition/mods/72783 works with this SPID file , BUT I now saw it actually works only partly because it removes the extra colored armors and you get naked people! So if you want males and all colors best use the original file, and download and add the male meshes to it in the ck.
