This fixed it for me. I had this issue with Niruin - he wouldn't say that I already know all he knows, he would just give me the basic responses like I could buy him a drink, what do I want, etc. I thought maybe I just hadn't got far enough along in the Thieves Guild questline, but now I've completed the full questline and still Niruin won't offer to train me. I had originally installed the Thieves Guild Dialogue Fix (https://www.nexusmods.com/skyrimspecialedition/mods/73807) and decided I didn't like it and disabled it mid playthru (I know, bad idea). So, I don't know if that caused the issue or its the issue with USSEP (I have the latest USSEP also). Seems like Vipir is also not giving the training dialog option, so will apply that one also.
I just found this in the USSEP changelog: "When addressing the Thieves Guild master trainers in 32449, some of the responses were overlooked while being patched and led to an inconsistent response state when talking to Vipir or Niruin about Archery or Pickpocketing. (Bug #33058)"
Seems like they addressed the issue. Thank you very much for your response and providing a fix in the meantime though! :)
Just experienced this bug for the first time (some weird new bug seems to always shows up when I start a new game). And yeah, it seems to be somehow related to USSEP as I turned off the patch and you could train (my archery was at 50) just fine (also dialog on Golden Glow for Niruin were there, it wasn't before).
But a quicker way was just to reload an autosave, which fixed it too somehow. Guess I was lucky, all too often older saves doesn't work with some bugs.
No idea how to trigger it. Although I did accidently not follow that guy and went to that other door straight ahead first (instead of going through the secret cupboard door). Not sure if that's related or not. But I guess this is old news now.
Thank you for addressing such an annoying bug. I couldn't understand why Niruin won't train me, even though my archery skill was below 90, until I tried to disable the USSEP. Then I googled if there is any information about this issue and found this clever fix. Thanks a ton.
When trying to select training he would say "you already know what I know" - despite my Archery skill being at only 48.
I verified that it is, indeed, USSEP causing this by doing a "Copy as override(with overwriting)" using xEdit of the screenshot dialogue topic from the Unofficial Patch into a test ESP, beneath this fixed ESP at the very bottom of my Load Order, to make sure it is absolutely certain that the USSEP is causing this and it once again broke the dialogue topic for training.
I have no other mods affecting this dialogue topic, only the USSEP is.
I left a comment on the USSEP page but they didn't seem to believe me, or care, that their bug fixing mod has introduced 2 new bugs.
Instead claiming it was "bold of you to assume the problem is caused by the Unofficial Patch" - despite the fact that it is, unquestionably, causing these bugs to occur.
I mean, it's not as if I'm the only one who has apparently experienced this.
Within an hour of posting the Vipir Pickpocket Training fix someone left a comment thanking me for fixing the issue, clearly indicating that they'd had this problem themselves and probably weren't able to fix it on their own.
Sorry to hear you got that response from USSEP's author. Anyone can make mistakes and the decent thing to do is know that and fix them when they happen.
If I can reproduce this in my game, I'll take before/after screenshots and post a bug report on USSEP but I'm not currently an archer and the whole theives guild is dead in my current playthrough. My next one will be a thief so I should see Vipir and Niruir then. If I could teleport through console to the guild, crank up my archery stat through the console and test this somehow, I would. If you know the commands for increasing archery in console or adding me to the thieves guild faction, I could start a new test game and provide some screenies so you would have more evidence.
We don't consider this a high enough priority to issue a hotfix for it since you can just go train with someone else at skill level 18, or you can complete the requisite quest in the guild.

The Master Trainer for Pickpocket, Vipir, has a similar issue
