https://reshade.me/ is the per-requisite; i apparently had it installed already (probably for bg3?) so I got lucky and the shader worked after following the meager instructions.
It is obvious there is some kind of prerequisite for this mod, as I was unable to install it by following the instructions. What do I need to do before installing this mod?

Great mod, thanks! I had to alter brightboost in the CRT.ini file though as there were no options in the overlay. I found this suits me [CRTLottes.fx] bloomAmt=0.150000 brightBoost=1.200000
Which option can I alter to make the darkness of the pixel lines slightly lighter? Thanks again!
There are options in overlay for bloom and brightness in overlay - just uncheck "performance" on the bottom .To make scanlines lighter adjust "hard scan" option.
Amazing, thank you! Found the check box. This is so nostalgic! My child was annoyed because the effects were quite strong before; I've decreased them to the point that I can still easily tell the difference. I'll tell them that I've turned it off, and see if they can tell :'D
Thank you for the blast of nostalgia, this mod is great. I use the Natural Color - Reshade mod which also generates files in the game folder, might you have an idea as to their level of compatibility?
