Maybe your problem is that you simply aren't loading the .esm.
Speaking from memory, since I haven't played for a long time, but you should edit your Plugins.txt at "C:\Users\(Your Username)\AppData\Local\Starfield"
There, add a line for any .esm you want to load. Something like this:
*OtherMods.esm *AnotherMod.esm *Infinite Car Boost.esm
Remember to add the "*", or it won't load.
Totally gratuitous and unrelated fact, in TES and FO, most mods used to be .esp, but now we have to made them in .esm or the Creative Engine cryes 🤷🏻♂️

It dont work, maybe after update. I have REV-8-Pro_nomusic.esm (it work, car is faster and boost is slightly longer) and put your Infinite Car Boost for REV-8 Pro No Music.esm to /Data folder and in game menu in creation i check it and load save game and car no have infinite boost. And yes, first load mod is REV-8-Pro_nomusic.esm and than after is your Infinite Car Boost for REV-8 Pro No Music.esm. Any advice? Thanks.
But "vanilla REV-8 only" work perfectly, there is infinity boost. Is possible than modder update REV-8-Pro_nomusic.esm and thanks for update Infinite Car Boost for REV-8 Pro No Music.esm dont work. Maybe the problem is with me in pc, because game0815 wrote than it work him.

I never use my stock Rev-8. The Rev-8 Pro has a faster unboosted speed, and “longer” boost duration. The Rev-9 Rover is hugely overpowered. Almost unusable, EXCEPT on high G planets. More Traction.
Those two make the stock Rev-8 feel like a riding lawnmower…
This mod is a very simple "text edit". Checking for other vehicles would require scripts, and I'm not very good writing code myself (I'm more of an editing person 🙂)
But if you really want I could make an .esm for these two. It wont take much time really, its only editing four values.
Also I have another unpublished version. I don't like adding mods for a thing we already had in vanilla, so I've been modifying the REV-8, making it more heavy but also faster. It uses the Stag N-Forcer mesh from NotSiouxsie. I don't have plans to release it since I've had troubles in the past releasing edited works from others modders (Learn more here)
You could also use Infinite Boost Fuel. I haven't tested it, but I think it add infinite boost for all vehicles and jumppacks.
On Steam it's: Steam > Steamapps> common > Starfield > Data. Drop it in the Data folder. Enable it from the in game Creations menu.
Gamepass I have no idea.
A mod manager will simplify your life. Suggest the Community Edition of the old Nexus Mod manager myself for newbies. Simpler than stuff like MO2/Vortex.
If you are using Vortex you can drag the downloaded file into the vortex window. Open de mods tab and drag into drop file, under the list of mods. I think this is the most practical way to install it as if you were downloading it with “mod manager download”, and you can easily uninstall it.

Sorry for being a PITA, but a .esm would be great.
An option might be to see how Shades Vehicle Tuner effects ALL owned vehicles. Maybe contact him/her?
